One question on the build. Shouldn't you slot an endurance in power boost instead of recharge? I mean, to have more endurance.

Is there an option in the arena to disable accolades btw? just thinking that would be a shame to have to reroll a lv 21 toon because he's picked up Atlas Medalion somewhere along the road.

Yeah, no need. I play a nearly no-sets build on my dominator on live servers. This will be a nice place for people to test what a build with full purple sets and finely toned high-level IO sets feels like, also helps get the gap between those with full purples on live and those who don't down a bit. Making it more a competition of skill than grind.
But if you don't want such a site being set up, say the word and I won't make it -

To be honest if people are frankenslotting set IO's without going for bonus', it won't be a huge difference over SO's at that level. So if people do it, it won't be quite as bad as it would at 40.

This is true, also lv 20 IOs are a bit worse than +3 level SOs. I guess procs are something that might be a bit unbalancing, but as it's a hard job getting even enough slots to put enough Accuracy in at this level, I don't think there won't be a lot of those around either.
Also, to even things up between people, I'm thinking of setting up a website for the tourney where people can list what enhacements they can offer other people on test and then check who has what they need. This is mainly for the lv 40 matches and partly for my own benefit. (Got purples blueside, but not on redside, and it seems I'll be playing a vill in X4 big league. Also finding some lv 43 sets might be a bit daunting) -

Just as a point, normal (non-set) IOs are more probable as enhas at that level than SOs. We get to slot the SOs that are sold in stores at lv 22.
Also, I'm all for this "no set bonuses" -stuff myself. Just wanted to get the clarification to that so we have less rules arguments when the actual battles begin. -
Do not take either for PUG PvE. People just get annoyed at the fact they cannot attack enemies and you'll get yelled at. Also, you have much better powers to take

If i was to run a lowbie event i feel that IO's would unbalance this event. So as such for anyone wanting to enter this league i would have to say no set bonuses for this division in spirit that this is a fun league for casual players and Pros but more aimed at the casual players and as such i want it to be as level playing field as possible. Also players could play in both leagues. I'll be looking into the level as soon as i can. (Patching at the mo so probs be this evening unless anyone can give me a break down of levels and level names?)

Well, the low-level IOs (ones that are actually available for level 12 characters) are hardly unbalancing, but allowing them would lessen the need to make specific origin characters to get the right Yin Origins and grinding positron for SOs (we did this for S4 on Army of Lovers). If done on level 22+, having plain vanilla SO builds for everyone sounds quite good. -
I'd love if there was a "no 50s" rule for the bantamweight matches. Even if enhancements are toned down to the level, purples' set bonuses are quite remarkable compared to anything else on that level. (ie. the system evens out all other enhancements in automatic exemplaring by dropping set bonuses and lowering the effectivity, but purples are an exception by being way more powerful to begin with and by keeping their set bonuses).
Also, getting a new toon to lv 12 isn't beyond anyones' capability. -

And at this point it has to be noted that that the Dominator Mu Patron Pet has a single target Heal Other ability, which makes it a top-notch choice above anything else. Also, the Mu End Drain power is all-round superior to Soul one...

Well, when speaking of language you need to remember that there is a difference between what's written in the dictionary and what a word is commonly used for and how specific people use certain words. For you, the words bear no gender-specific information, but someone might have been raised to distinguish "sorcerer" from "sorceress" and "witch" from "warlock".
To them, you, as a bloke, are not a witch, but a warlock. I can say I am a "frog", but it doesn't make me one in the eyes of my friends even if I claim that I use the word "frog" to describe the meaning "dork" (until they accept my word meaning as their interpretation of it). When talking about terminology like this it's useful to either go back to their roots and figure out what they were originally used for or talk about what seems to be the use in certain circles. And the latter rarely is useful in internet environment where people come from so varied locales with different background to the language.
And furthermore a good thing to remember is how the whole English language is very gender-divided. It might not have feminine and masculine forms for most words anymore, but it differentiates gender in almost every conversation, starting with "he" and "she".

The etymology of the word witch supposedly comes from the Old English "wicce", which is the feminine form of "wicca" ("sorcerer, wizard, man who practices witchcraft or magic"). Which means it's meant what it means for a while.
Warlock on the other hand supposedly comes from a more neutral background (to relation of this magic business), Old English "wærloga", which means something along the lines of oath-breaker or traitor. The "-ck" ending and meaning of a "male witch" were added later by the scots in the 16th century.

Forcefield on Mastermind is mind-numbingly boring, even more so once you get PFF. You're safe as houses most of the time. Poison has really nice stuff in it, as JawD said a moment ago. And Storm might be a bit chaotic with thugs. So pretty much FF for "safe mode", Poison for Control effects and Storm for simple chaos I guess.
And Dark if you want to be like everyone else and actually be quite awesome
