I do love the philosophy though of making support sets work solo as well as on team play. That's what's kept me off of 'almost strictly team' sets like Empathy or Poison if I'm not using a Mastermind. -

Blaster changes aside. I do wonder if the incarnate arc or any system change will let us earn AiXP outside of the Magi trial or if we're stuck farming it for another few months. -
This assuming they keep up with every incarnate arc having a personal story at the end. they may choose to give it a break.

Blast sets got some love with short ranged blasts being bumped to 80 feet, snipes can be "insta-cast" if you have adequate +to hit, and ranged blast Tier 9 "nukes" no longer have a crash and have dramatically reduced recharge times.

You're doing that thing again. Plans change. Just because we have what we have now does not mean that is always what was intended. Saying "It's this way, so it was always meant to be this way" is extremely fallible.

Replacing the worst IO set bonuses: Squee! Great move.
New Io sets: Double squee! They all sound pretty interesting. Though TAoE is the only one I think was -needed- for variety, the others add to categories with lots of options already. Still, cool!
More Lore: YAY! The Dark Astoria mobs! AWESOME That'll certainly round out some options more. I've got a necromancer that'd be VERY interested in some BP lore pets. Kind of surprised there's no Circle/Knives of Artemis, but hey, the other options are still awesome <3 Can't wait to see what they do. Longbow get their cataract, will BP get ravagers? :O
New Incarnate Arc: YAY. Sounds great! Always happy to get more arcs to do as an Incarnate. Plus fighting more Praetoria DE! The teasers seem to show Shadowhunter and more than one encounter with the Avatar.
New Zone Stuff! : Honestly these sound like some zone revamps! Curious if the zone levels will be remaining the same (I expect they will, it would be pretty hard to squeeze 20 levels of mobs in St Martial/Bricks) but the new arcs will be welcome additions to help fill in the dismal 30-50 range
All in all, looking like a great issue with lots of revamp and new content. -

Let's be honest, here, States and Psyche were culled out because they were the last vestiges of Jack's presence in the Game. We KNOW that. The Devs know that. Just no one is admitting that's the whole reason behind this godawful cludge.
It's a hamfisted point trying to call out about Statesman and Pysche and that IS a pretty silly situation, but it's not really analogous to THIS situation except as a tangent about characters dying (not BEING dead). -

The excuse for removing Statesman and Psyche was "They're dead so you wouldnt see them anymore"

You're traveling to a point in Cimerora -before everything in Cimerora goes down-. let's map out important points in a rough order:
A: First arrive in Cimerora
B: Sister Arlia's/Daedalus' arcs
C: Imperious Task Force
D: Handling Mot & Cimerora burns
E: Imperious and Romulus kill each other
We never get to E. As far as our personal timeline goes, we make it up to D and leave Cimerora to the present to deal with Mot. We're -closer- to E than we were, but we never make it -to- E. We're only told E happens at some point while we're thousands of years in the future. So when we go back into Cimerora, it's still -their- past. In fact it may not even be E at all, it may be F or G or H and we don't know because we haven't experienced it yet, there could be more stuff that happens between our leaving after the Mot fiasco and the two of them killing each other.
Really it's honest to gods time travel. There's no monkeying about with what's present, what's leveling, what's anything. it's time travel. We travel in time to a point prior to their deaths and have yet to reach the point where they die, we're only told they die. In fact we always knew they'd die, as said, Cimerora is gone, Statesman and Recluse possessed the incarnations of Zeus and Tartarus, and it's -thousands of years in the future-. Of course they died. We only didn't know how and at what point in time, a time we've yet to reach.
It can't be spelled out any clearer than that. -
No it works like the Controller's Overpower. While it's running you'll just randomly have your mezz be more effective. The 'to mezzed opponents' thing only applies to the waylay damage proc

With the immobilize proc on all damaging attacks. All attacks from the henchmen should be controling powers, imo. But your saying interface doesnt effect control hybrid. Why not? when in the control hybrid description hints it should. So where does it say it does not?
Procs are distinct, separate effects that are only triggered by their associated power. Nothing you can do changes what a proc will do, either it's damage, duration, etc. You cannot change procs.
Alpha, set bonuses, etc, none of them will change the procs. The interface "2 Mag Immobilize for 4 seconds" is ALWAYS going to be that, nothing you have change change it's duration, it's magnitude or anything, it's a separate, distinct effect that has a chance of happening when you use a power that triggers the chance to proc.
Stuff like the alpha and mezz bonuses only affect powers that come directly from -you-. A proc doesn't come from you, it's a separate effect triggered by you. All you can do is trigger it or not trigger it when you use the power associated with it. -
Really? Ok, didn't know that! I assumed all of the DoTs just showed up as extra damage pings, didn't think any of them had graphical effects. That does make sense though since I have seen, like the OP, folks with the swirl that were still moving.

It's a very low mag immobilization, I think just mag 2? So it's just going to stop minions unless you can stack it up quickly on lieutenants and bosses. Even then, it's only 4 seconds, so even if you manage to stack it, it might be just 1-2 seconds, which is a very 'blink and you miss it' time frame.
As for Control, no, the +1 Magnitude does not affect the interface proc. What the +1 mag means is that any time you have a click mezz power, it has a proc to increase its magnitude. For example, flash is a mag 3 hold. When you've activated your Core Control toggle, it now has a chance to become a mag 4 hold. Or say Chillblain is a mag 3 immobilize. With control, it has a chance to be a mag 4.
But the two don't interact. The interface gives you a 25% chance to affect a target with an immobilize. Control gives you a chance to increase the magnitude of a mezz you're using.
So say you've got both running. If you use a non-mezz power, let's say Spectral Wounds, then only Interface is going to have a chance to go off, because Spectral Wounds is not a mezz and therefore can't have it's magnitude increased. Now in a mezz power, say Blind, both interface and control will have a chance to proc. The interface proc will hit the target with the immobilize, the control proc will increase the magnitude of the hold.
Now, if you want the two to interact it's going to have to be in a damaging immobilization power, like chillblain or roots. When you've got control running, it can all stack. So the magnitude 3 immob can become a mag 4 from Control and it will stack with the mag 2 immob from spectral, so for 4 seconds you'll have an effective mag 6 immobilize effect on the target, which will immobilize any boss.
But that's all the plus magnitude stuff. The other component of Control -should- be working on immobilized targets, that is dealing Waylay damage to them because they count as mezzed targets. But again the spectral immobilization is mag 2 and only 4 seconds so it's mostly going to be affecting minions the full time, everything else will be blink and you miss it and the proc chance to hit mezzed enemies with the waylay damage caps out at 75% so it won't always happen. Basically you're looking at a very narrow window if you're trying to use explicitly control core and spectral interface together. -
Actually Marcus Valerius is probably the bigger "problem", since we can go through events that witness his 'death', or at least his removal from Cimerora, then we can turn around and get one of the timed repeatable missions from him.

Yes, I know what control does. I'm not sure what you're expecting it to do when you say 'the mag 1 hold never takes effect'. The T4 Core does 2 things. It has a 75% chance to hit mezzed enemies with a psychic damage proc and has a 75% chance to increase a mezz magnitude by 1. If you can hit an enemy in the 4 second window they're immobilized with the interface you can do Waylay damage. The +1 magnitude will not affect the interface proc in any way.
