same here, 152k to 89k, but no publish, ive seen it work on arcs over 100k before, reduced one to 71k and it worked fine, it successfully reduced this one but the publish button simply wont highlight.

So, has anyone tested to see what exactly the chance of this going off is? This is like the only IO that doesn't say what the chance of it firing off is.
I'm going to make an educated guess and say 20% in PvE, 30% in PvP like the other PvP procs? Can anyone confirm or deny? Both Red Tomax's and Mid's aren't updated sooo yea. -
I tend to get at least 1 every 30min run (about 60kills) i've gotten lucky once and have gotten 2, and ive gotten unlucky and gotten none on occasion.

We have bronze, silver, and gold rolls for the MA, this was implemented to make up for the fact that one could live their toon's entire life in the MA and not miss out on much (except story arcs of course, but thats what Ouro is for right?) So the rolls are sposed to be the MA'ers source and lifeblood for PvE drops.
Thus we have the bronze rolls for our pool a's, the silver rolls for some pool b's (or a's), and we get our pool c's and d's from the gold rolls.
The funny thing is, we can get HOs, but we can't get ultra rares? Perhaps they should fix this, give us platinum class rolls, which is a random purple drop, but of course they'd have to make it like 8k to 10k tickets worth I'd bet. The point is at least they wouldn't be exclusive to the real PvE world.
Tickets and merits are very similiar in that you can buy what you want in a way, except merits are a bit more specific in that you can literally pick what recipe you want. I can understand why purple recipes we're excluded from the merit vendor store, but to exclude them from MA seems a little wrong. Unless purple recipes must absolutely be a boon to the real PvE world, I think they ought to give the MA'ers a way to get them strictly through the ticket vendor, even if it is pricey.

Maybe doing something along the lines of:
More enemies in the vicinity = increases the potential of your buffing and debuffing, including your endurance discount. In the sense that, a creature in starvation or in need to survive or protect others, it gains the strength to do so. In this case, effectiveness through buffing/debuffing is increased by every enemy in the area.
This would not only give vigilance some usefulness solo, it would make it more useful in general. They'd just need to balance it.

People on your team can join you in published or unpublished arcs, the only difference being a published arc actually giving inf/xp rewards, and the skeeball tokens or w/e.

Question for a dev: Regarding custom made NPCs, will we have access to some of the "pets" (Fire imp, fly trap, etc)? Even if we can't edit their costumes or powers, can we at least give them custom names.
Example. If for say I wanted to make an enemy group of nothing but Fly Traps, obviously the powers would be limited, but could I at least set minion/lt/boss/EB status or give them different names? -
Few more questions,
1) While it obviously will not be at release, is there at least a plan for a workable map editor? cutscene editor?
2) When creating custom npcs; and choosing their two powersets; Will we be able to choose specific powers in a powerset robotics/forcefield for example: process of elimination? This NPC won't use photongrenade, but can still choose to use force bolt, etc. Essentially disabling powers in a powerset, if not at release, is this a stretchgoal for the near future?
3) Will we be able to give custom npcs pool powers? (Aid Self) or epics (Mu Guardian)? or will we sorta have to "cheat" using pre existing powers to emulate it.
4) Will all AVs have ptods default or will that be a on/off option?

Be nice if the Devs gave us a bit of extra i14 info, new IOs? new bugs being fixed? At least something to tide us over until open (or until you get in closed) beta. Even acknowledging the existance of said new IOs or said bug fixes would be good.

Well they said they were really shooting for q1 2009, so since closed beta has officially started, open beta is probably a good 3 weeks or so away, and if the devs stay true to the goal we should have i14 in our hands by the end of March.

Eh, it only has a 5% chance every 10 seconds. One can never be sure when that will happen. Also, the "Build Up" lasts only 5 seconds. The only reason I slot it anymore is to get the tier 6 set bonus of +2.5% Melee, Range and AoE.
