You can play it on beta. I highly recommend checking it out.
They couldn't release it on live even if they wanted to (which they probably do). The final contact was never added to the Steel Canyon map, and the only people with the knowledge of how to do it are locked out of touching the servers.
I've played all the way thru as a vill. there is one glitch in part 3, but you can skip that and play part 4.
I was told that the last chapter or two needed to be unlocked for you by a dev in order to be able to play it. If this is correct, and there are no devs, if you did not already have it unlocked there is really no way to get it unlocked.
If it isn't going to go live, and since it is doubtful I'll manage to get beta running on my machine, could someone please outline part 5 (blue, red, or both) for me? PM or here? I'd love to know how it ends.

The contacts for 2.4 and 2.5 were already in the Beta world and were timed to be activated on specific dates.
You don't need anyone to unlock them for you on Beta.
Since the contact for 2.4 was already in the Live world, that chapter went Live as it was supposed to on the date that was already scheduled. Since the 2.5 contact was NOT already in the Live world that chapter is inaccessible on Live.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
