What's the point? The heart of the game was the development studio: The writing, the graphics, etc. Without that you have nothing. Programmers are such a small part of the package.

Unfortunately that project hasn't been active for years and even got shut down by NCSoft once under a different name.
It's only one man working behind that project and he hasn't got far, only managed to get on an empty map and create a character with a client launched back in 2004.
Still an alternative.

What we really need, and the only thing that will really help here, is a rez for Paragon Studios ASAP (so sign the petition please!). Unfortunately, the only holy trinity NCSoft cares about is the billion dollar, trillion dollar, quadrillion dollar one so it will never happen. Our million dollar party member wasn't even of any interest to them.
How much XP do you think NCSoft got for killing Paragon Studios?

And I DO support the Titan plan 100%, but I also think its important the community work on a backup plan as its a pretty big longshot NCSoft will give us a legal route to do this.
Also, the legality, while iffy, isn't a big deal to me anymore. People playing on a private server will not be taking money away from NCSoft, they chose to shut the game down so we'll build our own version.
Now if the game were still alive and we were flocking to private servers, yeah that would be stealing.

Go to the forums and read about their progress in creating a player run server for CoH, THIS IS COH'S BEST CHANCE.
Coders are needed quickly as there is work to be done that can't be done once the servers are down.
