The slows in Spines stack nicely with Chilling Embrace.
And Spines' first 2 powers are getting buffed in issue 24 so that you can actually have a decent single target attack chain.

I'd strongly suggest not picking Chilling Embrace as it breaks the ATO proc.

When you're in the middle of a spawn throwing out AoEs, the slow and -damage will come in handy.

I've really enjoyed my spine/ice/soul stalker. The aura is amazing for reducing mob scatter and preventing them from running when their morale breaks, and stacks great with spine's slows.
I occasionally notice a wasted Hidden effect from the proc, but it hasn't bothered me. I'd second ClawsandEffect's notion of taking CE and turning if off if you want to for more reliable Hidden procs.
And, crystal spines can look a lot like ice shards.
