Electric Armor is certainly the easier of the two to make, and would be very tough.
Dark Armor would be tricky and expensive, but essentially immortal. The key is managing your endurance costs.

Especially since the OP gave no criteria for what they would consider better. As was pointed out above, both are viable... just one is "easier" to manage. Maybe that doesn't make it better, we have no way of knowing.
Heck, they could be talking PvP for all we know!

I mean, DA has that whole "If you can't kill me in the the time it takes Dark Regeneration to recharge, you can't kill me" thing going for it. And with a good amount of recharge Dark Regen will be coming back in less than 15 seconds.

Its not for PvP at all, its for general PvE.
What seems to be strong in ElA is end management and innate haste. BUT it has the Toxic hole.
Dark on the other hand has amazing heal, crowd control mitigation and starts with a little defense. It also doesnt have resist hole. The main trick would probably be endurance (and TW is pretty heavy already).
Of course I could just go for Ageless but Ageless also means no Barrier or no Rebirth. Would Ageless Dark be tougher than Rebirth ElA? I'm unsure.

They are both good. Dark Armor will be a rough ride up due to endurance, but since TW has gobs of AoE so you can concentrate on Endurance management with your Epic Power Pool. It will be somewhat easier to defense cap /Dark, but you won't get the high resists to Energy which are really useful endgame.
If I was considering either set I'd go Brute though.
