Veteran Rewards Respecs (account or character)

They are usable for each character you have, along with the tailor tokens and other items in that tab.
Anything in the Account tab can be claimed one time by every character on your account. (Stacks of items can be claimed at once, and you can claim everything in succession with one button click.) None of this stuff is tradeable.
Anything in the Character tab can be claimed ONE TIME by ONE CHARACTER, period. (Stacks of items can be claimed one at a time.) Some of this stuff is tradeable, but most of it is not.

It doesn't help that I keep my in-game window scale set to 75% to reduce screen clutter and I can't read the names of the tabs.
I have a bunch of respecs available in email, from veteran reward tokens. Are those per account (I can only use them on one character and they're gone) or are those usable for each character I have?
