Not only did it let me put my Overwhelming Force enhancement on the market, it also had a listing for them (under Enhancements > Attuned > Universal Damage), and the specific one in the shot here is one this character picked up yesterday... when he was level 24. Note the minimum level in the info box.
Apparently they slipped in the bug fix into this morning's Water Blast patch!
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.
I sorta expected that they would get that fix out at the same time. Glad to see it happened.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I found it humorous that the fix had already been applied before the OP's gripe post and follow-up post.
All it would have taken was trying to put it into WW to see that part of it was fixed and it would have also likely given enough info to realize the level part was fixed as well.
Knowing there was a patch, I'd have at least checked it before making a post to gripe about it.

But hey, I suppose it's easier to take a poke at me for being mildly annoyed that they made such a botch of the OF set in the first place eh? The only reason I would need to take the steps you listed is if the company wasn't doing their job and rushed out an unfinished product, and then couldn't get patch notes posted in a timely manner...
EDIT: Just a side note, the OF set still doesn't stack correctly in base storage racks. It appears to be stacking by the original minimum level that it doesn't even list any more. So the 4 quads I got from 50s stack, but the quads from other characters with different levels do not stack together.

EDIT: And the OP was written just sort of tongue in cheek just something that crossed my mind and I tossed out there. If people somehow thought I was upset or anything other than mildly annoyed they were way off base, I just don't tend to be one to sit here and be quiet when fanbois who are way off base start spouting crap. It takes little to no effort to look at WW and see if the item is listed. That would have shown you that at least one bug was fixed and you'd have then been able to decide if you wanted to check to see if the rest of the bugs were fixed rather than posting a gripe post in a forum section designed for asking questions.
As for your OP, people would rightly think you were upset since you called it a gripe in your first post. If you weren't upset, why refer to it as a gripe? If you'd called it a mild annoyance instead I doubt anyone would have thought you were upset.

that the Overwhelming Force set scaled the level requirements properly so that I could use a set on my new water blast corruptor at level 10 instead of a hodgepod of level requirements for different pieces.
