Do procs have an extremely low chance in AOE immobilizes?

So I have Trap of the Hunter chance for lethal damage in my Roots power (AOE immobilize Plant Control), and it never goes off. I practically spam the power and I have not seen it go off once yet.

Are there extremely low in these? Lower then just normal AOE damage powers?

I have one in my Grav Trollers AoE Immobilize and it goes off all the time, usually at least 1 or 2 hits per big group.

Check your combat logs or download and run Hero stats and see how much it's actually going off.

If you're using a standard IO then the chance is 20% as listed.

If you're using a Store Bought Enhancement it is lower. I believe it's a 3 PPM proc (I don't have any). So in a power with an Area of Effect that is a 30' sphere, has an 8s Base Recharge, and a 1.67s Cast the proc chance would be 8.8%.

Before you panic about this difference, note that in i24, all IO procs will be changing to a PPM version just like the SBEs. Synapse is currently doing a lot of tweaking and testing to make sure that the change isn't a significant nerf to either version of the procs (and in many cases, the math he showed was an overall BUFF to most players with a minor nerf to some). Once i24 hits Beta, you should be able to log in there and see exactly what the changes are.
