I always kind of assumed they were done that way to prevent any possibility of you using them in the tutorial. I have no clue if that is the case though.

Same 'reason' as walk not being at level 1, I think; they don't want to over-clutter the power trays. I personally find that a lame reason, but whatever.

Won't work, you have to be by the Transporter for the TP effect to trigger.

That is, indeed, why porters of all types do not work in the tutorial. You get on a team with someone in Peregrine Island, they select one of their missions, and you are not allowed to port to their mission because the porters are grayed out. They didn't initially, and people ended up with broken characters with no contacts. Villains that couldn't get their capes/auras because they had no previous contact with Kalinda. Etc. It didn't last that long, I'm not even sure it got out of beta, but it was pretty hysterical while it lasted.
You also can't TP to your base or Pocket D.
People were also porting into the tutorial, but that was also nixed, though I'm pretty sure that one made it live for a short time because I'm almost positive I saw a lv50 in outbreak in a forum thread.
I don't know why they chose level 4 instead of level 3. It's obvious why they didn't choose level 2 (you can still be in the tutorial at 2), but level 3 doesn't have any possibility of tutorial foul-play. But it takes maybe 5 minutes to get to level 4 so no biggie.

It could be me, but traveling at level 2 to do a mission 740 yards away...
At level 4, I can get superspeed and wouldn't rely on team transport, mission transport or most other transports -at least not for a 740 yard commute.
If I were a brand new player to the game, it would be a non-issue. But, playing a 50 with Super Speed and then rolling a new character, sprint seems very, very, very slow. It took me 68 seconds just to get to that mission.
Getting to level 4 would be a whole lot faster if I could have just tp'd there in the first place.
I fully realize that getting to level 4 is not complicated or time consuming. I'm just wondering what the logic is behind it. Vet powers like Sands of Mu are usable right at level 1. So, why not the other temp powers?

i mainly use team transport for tfs that have to have the team travel out of the zone
its especially useful on shard tfs as well if multiple poeple on the team have it
it would be impossible to tp to the tutorial now as there are no door mishs in the new tutorial lol, but i did hear about the tping to the tutorial before freedom

Getting from level 3 to level 4 (the difference in levels that the porters could be available at, which is what my entire post was talking about) takes about five minutes, especially if you kill everything in your path even between missions.

I have no trouble leveling. Not my first rodeo. My point is that there is no *reason* to delay the accessibility of these transport powers that have been paid for with points.
"Why" is the question. Not "how to work around it". Give me some credit. I have over 20 level 50s. I'm quite capable of getting from level 3 to 4 in a few moments.
It makes no sense to kill npcs along the path. There's no reason to do so. XP will come, I don't have to work for it. That's wasting even more time. Attack, attack, attack. Run 10 steps, attack attack, miss, attack, run 10 steps. Can it be any more dull than that?
The whole idea behind spending points for this is to use it right away to save me the trouble of the commutes. To save me time. So that I can complete missions in a more timely fashion. Not to just lash out at any npc that happens to be in the way. I'm after merits, not xp. I can get those merits faster by getting to the mission faster.
Sure, it could be argued, that if I would just shut up and fight a few mobs, I'd have my super speed and not have to worry about it - but then, I'd never know if there was ever a reason why.
Just maybe, one of those folks that "haz the powah" might answer the question, or say "Hmm...there really isn't a good reason to not let them have that power right away. Let's change that. "
Obviously, it's not likely to change, and the devs have a lot more pressing issues. But, sometimes, people hear things, and know the answer to these kinds of things.

I already posted a very detailed reason why it's delayed. Then I stated that they could have made it level 3 instead of level 4, and clarified I didn't know why they didn't. And then said since it only takes like five minutes to get from 3 to 4, it doesn't matter in the grand scheme of things.
However, the reasons why they delayed them have already been stated; you are simply choosing to not read them.

It never fails to boggle my mind that someone choosing to do something outside of my experience (team up with a level 50 during a tutorial) would cause such a ruckus. Why would a level 50 even want to be in a tutorial...
ah, no matter. I noticed that Pocket D and Base TP were also greyed out until level 4, and that didn't make any sense to me either.
Just one more thing that I think is stupid but will have to accept.

On the off-chance that some dev may stumble in this area,
is there some logic behind placing a level 4 minimum before Team Transport, Ninja Run, Base Teleport will work?
I realize at that low level that we're not gonna be moving that far, but 700 yards as a level 3 is a lot farther(longer) than 1.2 miles as a level 50.
I did pay for them with points - so it would be nice if they worked the whole time, not just 46 levels - when it could be argued that I need it less than as a fledgeling lowbie.
Not like level 4 takes a long time - but seriously - what's the logic behind this?
