I use them myself.
As a completely free player you might find it a bit hard to get them, without the ability to trade or use the auctionhouse. Once you get them they work fine though. If another character sends one to you as a gift through e-mail, for example. I have not tested, but enhancement tables in a base might also work since issue 23. And of course personally attending all the Liberty/Recluse taskforces and Hami raids you can.
If you are premium with auctionhouse access it is a lot easier. Damage/range are often cheaper than plain level 50 damage SO:s, and acc/mez and damage/mez are usually also reasonably priced.

Attending taskforces is how I was planning on getting some. I just use single origin IO's right now accross the board, and I'm not 50 at this point (and even have xp off much of the time) so I was just planning ahead.

It seems most are closer to the 1M end than the 100 mil end. I think only Res/End and Def/Tohit/End (Cytos) are above the 50 mil mark when last I looked. Nucleos weren't even over 50 mil last I checked (Acc/Damage).
Of course, there is strangely a lot of price difference at times between the synthetic and non synth varieties...
Ribo's on the Ah right now seem to be going for 450 mil to 700 mil >.> I am not sure why though... especially when a +5 boosted IO res/end gives the same value as a lvl 50 ribo AND can give you set bonuses...

You can always easily get HOs the same way we have always gotten them....through Hamidon Raids and "Synthetic" versions from the Lord Recluse SF and Statesman(now Miss Liberty) TF.
You don't need the AH.
