PvP IO question(s)...
That's pretty much how I got my first Glad. Armor: +3% Def. IO. Ran my tip/alignment missions daily, ran the SSA #1 part 1 every week, and converted Reward Merits when I could afford to.
Or alternatively, now you can buy a cheap PvP IO on Wentworth's and convert it until you get one. Suffice to say, I haven't done a tip mission in a long time...(thank god).
I also believe the IOs are currently running around 300-400 million these days. Way down from the 2+ Billion Inf. they used to be.

Hmm, true...forgot about that.
Question since I've never converted anything before; can you continually convert an IO?
I have a Javelin IO that I got from someone and not using it. So if I convert that and get something I don't want again, can I continue to convert it to try for the glad. armor proc?

This is pretty much what I do everyday. Before I log, I place lowball (but fairly reasonable) bids for 10 recipes.
Invariably, when I log back on, most are filled. I craft, then I convert.
Then, I sell them. Unless they are panaceas, or the glad procs. Those I will keep. I usually get one glad proc out of 10. Sometimes, none. Once I got two.
Overall, seems like it happens about once every 12 converts - but I wasn't logging my results. Could very well be some perception bias.
With being able to run the new SSA vol 2, part 1 at 50, it makes the hero merit even easier for toons that were less sturdy at level 20. So, it's fairly easy to get many converters every day to play around.
I would caution you - you could easily blow 30 converters and not get what you want. Odds are, after 27 converters (9 tries) you should get your glad proc.
However, my guess is that someone would just give you one, you being Liberty's hero.

Edit: I was blind to the previous post somehow, but now that my vision is restored, I'm deleting the almost identical sentiment....
So I'm looking at re-doing my Warshade build and came across a few builds (thanks to those that sent them!) with a Glad. Armor: 3% def IO proc.


Looking this morning at how much those cost (60 Emp. Merits or 30 Hero Merits)....and was curious:
Which way do you usually pay for the PvP IOs, Emps or Alignment merits?
Or do you pvp farm? Or do you just have that much money (or connections) to pay inf. for one?
Was leaning towards just 'farming' the 1st SSA 1.1 arc (under 10 mins for 1 hero merit) for 30 weeks but then noticed one of my toons has 31 Emp. Merits...hmm...
