No. I've never had this problem. I've had the reverse. I paid for stuff I already had at one point, and I think they have 'fixed' that.
Now, from the only mildly helpful comment to the totally unhelpful...
Well, be glad that they are helping you not spend money on the Circle of Thorns stuff..... What a load of rubbish...
And... it gets weirder. After running through a bunch of options, the Carnival of Light stuff is already unlocked on my account despite never buying it.
However, once I took the circle of thorns bundle by itself it was able to be bought. Maybe I"m just going crazy, but I can't for the life of me remember ever buying the carnival of light bundle...
