I haven't tested this, but I would be surbrised if it didn't because I have gotten scourge out of boxing, flurry, and air superiority, but it has been a few years since I played my corr.
all powers scourge from my experience APP PPP and power pools
I could not get Sleet to Scourge, though Boxing Scourged repeatedly.
