Storm Electric Build Critque / Help
Skip Mace. Go for ranged def. Hurricane means fearing no melee... If you do that, elec is really solid, but you have a range of choices.
Ok, following the advice of the only reply to the first build attempt, I went for more Resists and focused on Ranged and AoE defense.
Voltiac Sentinel is dropped in favor of Tactics to shore up personal (really needed) and Team To-Hit, thus better filling the support role. Redirected slots from Sparky to 6 slot both Tough and Dark Embrace. That allows two 5 slot Aegis for major increase in AoE Defense (+6.26%) and allows the split of the two 3% Defense Uniques that the 5 slotted Aegis force.
Zapp and Snow Storm are dropped and 4 Powers from Soul Mastery are taken.
Dark Embraced slottted as described above.
Soul Storm takes a second Basi Gaze to replace the lost Sting of the Manticore 7.5% Recharge and uses 1 less slot. This should provide a less situational power and useful stacking Hold with nice damage. I really wish I could find 1 slot for Soul Storm to put in a +5 Rag 66.25% Damage only, it would boost the damage about 30 points per activation. Any ideas?
Soul Drain - concerned about the probable bad interaction with Hurricane, but even if it hits no targets, 40% Damage buff for 30 seconds with a 63 second recharge should rock.
Power Boost - If it actually does what MIDS shows then about every 35 seconds I should be able to go Power Boost + Freezing Rain for some amazing DeBuff. -77% defense? -93% Run Speed? Can anybody confirm if this works?
Also MIDS shows this power pushing my defense up dramatically when it is active. Does that actually happen?
Snow Storm is dropped for this Power as I find that the anchor just never seems to live that long unless it is an EB or AV which makes Snow Storm very situational. Also Toggle drain is probably at the limit here.
Endurance Recovery is helped by the Agility Core making several powers Endurance Positive. When Power Boost is active Lightning Bolt will supposedly Gain 5.52 endurance per shot. If necessary Clarion can be Swapped for Ageless.

I'm recently back from an extended break and looking to upgrade my original stormer. I figured I would add on to this existing thread since I am looking for a similar build. I have been playing with Mids and came up with the following build. I would typically put a few more slots in leadership, and I do worry that they will eat away at endurance, but slots seemed really tight.
Do any of you have recommendations for different sets or slotting? I want to be fairly versatile. I do a lot of solo content, but also want to contribute on teams (one of the reasons I like offensive defenders is the ability to do both).

Just a notice, do you intend on using Lightning Storm a lot? Your end redux could use more help in if so. It's very expensive on end and in prolonged fights on teams can easily begin to bleed your blue bar even with cardiac. Personally I've always felt the strenght of that power is to have it up often and for cheap rather then going overboard on damage. I know your prolly slotting for set bonuses tho but to me you have way to much wasted DMG in that power. Again just a different Pov. You might get more mileage out of a bit more franken slotting in it. Off the top of my head I believe it costs a whopping 31 end to use, even with max end redux that only brings it to roughly 15 end which is still a big hit, especially leveling not to mention that from my play experience it causes AV/EB scatter soon as they get hit with it, the AI freaks out and can easily start hoofing it. I had to chase Recluse all over his map on my Arch/Storm corr.
A few thoughts for ya.
Your end usage will be very high with this build and you will be feeling it.
The impending changes to snipes and nukes in I24 will mean that you are significantly negatively affecting your damage by not taking either of those.
Voltaic Sentinel fires off 15 times to Lightning Storms 11 times during the duration of the powers. Both cost significant end to cast, but are cost effective per blast and add significant damage. You can 3 slot Sparky for good enough damage/end as it needs no rech.
Tornado screams for the Overwhelming Force proc. It turns it's kb into kdown and makes tornado a monster. It currently eliminates almost all damage the way it stands now due to the 100% kdown in tornados aoe. When I24 hits live, it will only eliminate 40% of the damage... still waaaaay impressive.
Personally, I would go dark or elec mastery for the end drain utility.
I was working on mine the other day and came up with something like this. It preps it for I24, but makes it usable until then.

Hey Zapping:
Glancing at your build, some thoughts (which also apply to some of the other builds):
In Freezing Rain I would focus on recharge, since Freezing Rain stacks having it up more often means more damage. If you are running on tactics, there are few circumstances in which the additional defense debuff will make much difference (If they have a high enough defense, that it would, the probably also have resistance to debuff). You're better off being able to slap two Freezing Rains on them than 1 powerful one.
Tornado: Someone already mentioned the new overwhelming force proc being beneficial, and I like to go for the Expedient Reinforcement for the recharge bonus (although since you don't have hasten, the drop in Tornado uptime will be substantial for you)
Hasten: I would get it. Since Storm has a lot of powerful high recharge powers (LS, Tornado, Freezing Rain) it benefits substantially from the improved recharge, although I know some folks hate glowing hands.
Lightning Storm will actually deal more damage if you swap out the pure damage IO for a damage proc (you go from about 5 additional damage per bolt (10% damage buff)) to 14 additional damage per bolt (20% chance for 75))
Charged Armor: The Status resistance proc will only be about a 5% reduction in mez time because you have the Aegis Proc, so I wouldn't bother.
And some quick thoughts for Shadey:
It looks like you tried to build for defense, but are all over the board. My advice with a Storm Defender is to hit the ranged soft cap, and then rely on Hurricane for melee, rather than trying for typed defenses. The difference between 45% defense and 42% defense is getting 8% of the time, or 5% of the time (roughly, level and enemy comes into play as well) which is a 40% reduction in the amount of time you get hit. Some of your slotting choices seem odd, but I suspect they are motivated by this effort to have broad typed defenses, so rather than making slotting suggestions I will advocate for a paradigm shift.

I was looking at it from the perspective of Hurricanes -60% range debuff. It means that a typical 80ft range power only goes 32ft. With the pbaoe of 25ft in hurricane, it leaves a "hole" of 7ft that a ranged power can hit you once you've 'caned them.

Just quickly posting up this concept for you to look at. I'm falling asleep but figured I would toss the idea out here.. It is based on my Storm Sonic Defender.
The Gist of the the build is Range defense cap and Hurricane makes you defense capped to melee and AOE to mobs you tag. End result you will be using a corners a lot.
I am trying to make the build where you can have Snow storm up all the time like I do in my Storm Sonic build.
What I also incorporated into the build was the crashless nuke and sniper changes for i24.
P.S. As I typed this I just remembered Incarnate slotting will fix the endurance issues. Just was not thinking at posting. Again just tired.
For big fights and against tougher incarnate mobs like in DA, I am thinking the tactics would be start off with by dropping all your powers like LS, Tornado, Freezing Rain and even Thunderous Blast and then pop Burnout which will reset all those powers. Thus you can resummon them all again. End result you can have out 3 Lighting Storms at the start of a fight and fire off another Thunderous Blast if you wanted to show off yet again.

PS (edit): And further down the Incarnate line I'd be looking at Clarion Radial for the "special" power boost like effect. Makes Short Circuit extremely effective and without notable resistance to end drain SC will one shot drain them dry and turns Hurricane in to a nightmare for anything not very resist to To Hit debuffs.

Thinking about finally finishing my Storm-Elect-Mace.
I like that the Agility 45% End Mod Alpha actually makes the ST attacks, and the Tesla Cage, Endurance gain positive if MIDS is correct.
I wish I had a bit more Global Accuracy.
The Zapp could be replaced by a Perma Summon Disruptor, are those any good?
Does anyone know if the Preemptive Radial Flawless will add enough Endurance Drain and Recovery DeBuff to the existing effects in the build to matter. Should it be Core? Or would a different Interface be a better Idea?
