Another stealth change to the ato proc?
The Proc rates are changing again most likely.
http://boards.cityofheroes.com/showthread.php?t=288581 if you havent been keeping up with the upcoming changes.
I don't suffer from altitis, I enjoy every minute of it.
Thank you Devs & Community people for a great game.
So sad to be ending ):
I might be missing something... but that link takes us to a forum post that is talking about SBEs and not ATOs.... it's just making the SBE work like normal procs.
Edit : Never mind I did find info in that post.... Still not a very clear answer, but when have Red Tags ever given a clear answer.

Might be a bug. The tanker proc has gotten unfixed too, and everyone seems pretty sure that's not WAI.

Generally I have found it helpful to PM Synapse with specifics. He's pretty responsive to this kind of thing.
On release, the dom ato proc almost never fired in quick recharging AoE powers like any of the aoe immobs, but fired at almost 100% on quick recharging single target attacks.
Then, the devs fixed the proc rate, so it goes off evenly between the single target attacks and the aoe immobs, leading to the proc being useful in either power. And now I returned after a few weeks to find that the proc almost never fires again when it's slotted in my aoe immob. What gives? It's annoying having to burn a respec to switch the proc between roots and subdue on my plant/psi every time the devs feel like changing the proc behavior. I really wish it would just freakin' proc normally in my aoe immob so i can slot the entire set and be happy. It worked fine the way it was. Why did they change it back again? I hate slotting the proc in subdue because that pretty much means I have to break up the set and say goodbye to the 5% ranged defense. C'mon devs. Make up your mind. /endwhine |
Really don't want a series of respecs on my "honey do" list.
While i don't have any info about the proc there is an alternetive to respecing you could use few enhancement unslotters. Depending on how long you've been playing you may have quite a few just waiting for you in your email in box.
Mighty Lornac lvl 50 Fire/fire/Flame Blaster
jarlxaz Lvl 50 Claws/regen Scrapper
Beware the Bowtie lvl 50 Dual blades/willpower brute
Static Guardian lvl 50 FF/Elec Defender
and a few others
Honestly, I haven't the time this summer to thoroughly test the proc again using numbers. It's been more of a feel thing so far. It's such a difference tho that it's obvious something recently changed again. It's gone from near 100% proc rate when slotted in roots to much lower than 33% (1/3). So it's easy to notice. I'm sorry, I'd produce some numbers but I'm in the middle of studying for the California BAR.

I backed Little Whorn up when he declared the fix originally and the red-name response was no change had been made and we were seeing observational bias.
Then I didn't care because I KNEW 100% that it had been changed and the ATO proc now worked fine in Plant Control's 'Roots' power.
This has recently changed again without question. It's just too obvious to miss if you monitor damage buffs through the combat modifier window. Before I could normally achieve triple-stack of the proc with occasional drops to double-stack. Now I can get single-stack with a double occasionally and rarely a triple.
I can't say what they've changed but I am certain a change has happened. It's annoying because IO'd I just use my AoE chain with no ST, stuff dies too fast to bother.
The only slight upside is that the ATO proc is cheap enough that the last time I had to move it I just destroyed the old one and bought another so no need for a respec.
