Launcher issues - Logs included
I'm not sure what the first output is, but it is not a normal CoH Helper report.
Make sure that you download the file from the site and save it to your computer. Then right-click the downloaded file and select Run as Administrator to run it correctly.
Instructions begin in the first post of this thread.
Also, follow the instructions on for resolving issues with the NCSoft Launcher. Be sure to do the steps for the .Net Framework and MSXML libraries.
EDIT: You may also want to try disabling the Spybot TeaTimer temporarily to make sure it isn't interfering with the Launcher or with CoH Helper.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
Black Pebble is my new hero.
That first part looks like the actual debug window contents, Tex.
Having you tried repairing your CoH installation using the NCSoft Launcher (right click 'CITY OF HEROES' in the launcher -> 'Repair (Consistency Check)')?

Yes, that first part is from CoH Helper. After it says "Loading System Info. Unhandled exception has occurred in your application. If you click Continue, the application will ignore this error and attempt to continue. If you click Quit, the application will close immediately. Object reference not set to an instance of an object."
If I hit continue it just runs and nothing happens. If I hit Details it shows me that log.
I followed instructions for .NET framework, and I have MSXL. I uninstalled both the launcher and the game and still the same error. I repaired multiple times.
Not sure whats wrong.
When you click Continue after getting that message in CoH Helper, are you sure nothing happens?
Have you tried to paste the contents of the clipboard into Notepad or a forum post after that happens?
There is no message saying that anything happened, it just runs and puts the data on the clipboard.

Where is the clipboard? I have two windows, one is the main CoH Helper window with the "Forum Output" option, and the other is the "Loading System Info" one with the dancing alien. Neither gives me the option to go to a clipboard. The only time I get that option is when I hit details after the initial failure.
The clipboard is built into Windows. When you click the Forum Output button it runs it's processes and then puts the results on the Windows clipboard.
At that point in time, you can open Notepad and Paste the clipboard contents. It will show the results there. You can also Paste it into a forum post.
The only way I know of for you to see the Clipboard contents (there is likely an app that will do it but that I haven't found) is to Paste into a text editor of some type or a forum post.
EDIT: The simplest ways to Paste the clipboard contents is (in a text editor) to use the Edit > Paste command from the toolbar or the Paste button if it has one, right-click in the document or forum post editing window and select Paste or click in the document or forum post editing window and use the CTRL-V key combination.

I haven't been able to paste anything to notepad. I found out how to find clipboard in Vista - it's in Word -> Home -> Left hand side under paste. Nothing appears there when I run CoH Helper.
Although I reinstalled my .NET Framework I'm wondering if that's still the issue? I have 3.5 SP1 listed.
Just to make sure we are on the same page.
1. You downloaded CoH Helper to your computer and then right-clicked on it and selected Run as Administrator, correct?
2. Once the CoH Helper window opened you clicked Forum Output and waited for it to finish running and the little critter to stop jumping around, correct?
3. Once the critter stopped hopping around and CoH Helper had finished running, you went to Word and used the Paste option on the Home tab to paste the contents of the clipboard into Word, correct?
4. Nothing happened when you clicked Paste, correct?

Yes to all that, except waiting for the little guy to quit dancing. I just ran it again and after 5 minutes he's still going. I assumed that because it said it would time out after 60 seconds it was done.
Edit: I waited and after a long time it stopped. Nothing on clipboard. Should I just do a normal dxdiag?
Here's the first part of my dxdiag. Let me know if the rest of it (DirectShow Filters)

I notice that mscorlib is pointing to a 64 bit location for the .NET framework 2. I don't have a 64 bit workstation handy at present to check but on 2008 server there are both Framework and Framework64 folders 32 bit code should be accessing the version in the Framework folder not the Framework64 one, calling a 64 bit routine from 32 bit code may cause problems.

Nice. Is there anything I can do about that? Get in there and tinker with it?
Actually it is possible that some other application may be legitimately accessing the 64 bit DLL. There are tools available which will let you look into which threads/processes access what but their use isn't straightforward to explain particularly as to how to filter out normal windows processes.
Trying to verify if this is the problem would take a lot of investigation so I'd suggest trying a reinstall of the dot net framework 2 first would be quicker. Doing so should re-register all the components. It may be that that dll has been overwritten or that the registry entries for it are corrupted.
Hopefully if the problem is some corruption of the framework that should resolve it.

I've done this NET framework reinstall once already so I want to make sure I'm getting this right. My computer currently has NET Framework 3.5. I tried following the directions last time and I just got 3.5 again. Do I need to uninstall that and purposely install 2.0? Does my program list need to say 2.0, not 3.5?
Also, just to make sure this is the right issue, I have Guild Wars on the NCSoft Launcher and I have no problems with that game.
Yes, the NCLauncher app uses .NET 2.0.

I'm getting an error when trying to run the game from the launcher. LoadLibrary with error 126: The specified module could not be found.
As suggested by who will soon be my hero, Aggelakis, I ran CoH Helper and then HiJack This. Here are the logs:
