I can't help with the non-responsive NPC, but to leave the flashback arc all you have to do is open the teaming window and click the quit TF button.

Do you per chance have a stealth power on? This has been a problem in the past with certain 'talk to' NPCs inside missions.
And what GrouchyBeast said, even though you are solo, click on Team at the top of your chat window, and click the Quit Taskforce button.
I had the same thought that Red did--even the slightest amount of stealth of any sort will clam up Orb and other in-mission ally/contacts like him. When in doubt, toggle [Walk] and wait a bit--then talk to them. [Walk] should kill most anything you have on you, if you have trouble keeping track of auto and toggle powers.

Another thing you can try when faced with non-responsive NPCs or spawns that won't trigger properly in a mission is to exit the mission and then re-enter. However, if you're Ouroing a mission, this might not be as useful, obviously. Still worth knowing, though.

I've had some wonky business with my Stealth procs lately, with Celerity occasionally turning off immediately after the power it is in turns off...and other times keeping the 120 second cool down.
At least, I think...

I am on a flashback mission, which regressed me back to level 29. It it in the warzone area of the praetorian region. I have to get katie douglas into a building. When I enter the building i have to talk to officer orb to go further. but the game won't let me talk to him. I clicked on him and right click-chat him but nothing is working! that is the same issue when i was playing on vip.
any suggestions??

is there any way to cancel the flashback mission or do i have to play it through?
