You can delete them, and pretty sure you can move them to other servers. You also don't have to use an unlock on a slot with a character if there's empty space on the server (you can just make a new one in a new slot), which is a bit nicer since if you're not to the cap yet, you can recycle the slot without deleting/transferring.

Thanks - I found a lot of low level characters I must have tried and disliked but never got around to deleting.

If you've resubscribed your characters shouldn't be locked.

If you log into a server while Premium, all the characters get locked. When you resubscribe, you get enough unlocks to open them all back up, but they remain locked until you unlock them. If you never log into a server while Premium, characters on that server remain unlocked.

With the way it is working, unless they have found a way to do something different for the Exalted server only, the only way to transfer them off of Exalted would be to do so while still VIP.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

100% positive. I moved a character to Defiant because I wanted to reroll it, but didn't feel like stripping it of its IOs. I was Premium when I decided to move it back to Victory (Where I had lots of open slots), and I could not move it until I unlocked it. I filed a ticket, and Customer Support told me that it was working as intended. Last time my account expired, I double checked before I resubbed, and it was still the same: The Transfer button is greyed out for locked characters, even if you have Transfers available.

I came back to CoH as a re-subscriber to find that most of my characters are locked on Freedom server. I'd rather not waste an unlock on a character only to find that I'm not going to keep it. Can locked characters be moved or deleted?
