I think they're both way overkill on defense and recharge, and so much more expensive than they need to be. As an elec/dark you have tons of mitigation before IOs: sleep, confuse, hold, end drain, defense, -to hit, -damage, healing, regen, knockdown, stun, and pets. It only takes a moderate amount of recharge to get most of these things up all the time, and then a couple IO sets will get most enemies chance to hit down to 5%.

Well that didn't really answer any of my questions. But to address your concerns:

It's my toon and I can spend as much as I want on it if I feel it's worthwhile, and I feel it's worthwhile. For the record it's exactly because the combo has so many tools that I came up with the two builds, because I want to take the toon into the kind of dogpiles where she can use all those tools at her disposal.

If you have suggestions to improve by all means fire away. If you prefer one build over the other please state why.

If you have no budget then build them both, slot them both and play them both with your first and second build options. They may both be overkill, but play what you want.

I would go with the first build, if I had to pick between the 2, I like the mu synergy better...and with Fade running and ShadowFall, I think Scorpion Shield from Mace is a bit much...you can better take a power that does some debuff or damage instead...at least with mu you took another pet, so you'll have the pseudo mastermind thing working for you...

I like the resist build too, my initial hesitation with the former was the lack of dependable ST damage but the survival potential of that build vastly outweighs that deficiency.

On your first build - I'd take one of your BotZ out and use that slot with your Coercive Persuasion, to get that extra 5% ranged def.

You could get debuffed, and you'd want that extra bit, I'd think.
Your first build is also curious in that you choose hasten as an afterthought - the last power chosen. This suggests that you don't plan to exemplar - and yet, all the IOs you chose to set at level 31 - so that sort of conflicts with my way of thinking. Hasten may not be a must have for you, whereas for me, I tend to get it as soon as my endurance usage is manageable, generally in the late 20s.

Also, the kin combat acc/damage by itself in boxing seems to be a waste - may as well throw another hami-o in there- acc/damage - higher % and all that.

The Aegis you had in charged armor I took out -- you're not getting the most bang for your buck with that set, I don't think. So, I replaced it with a set of 4 reactive armors - saving you a slot, and slapping it into tough for another set of reactive armors, instead of the 3 Aegis you had in there.
I also made a few other changes to slightly boost your recharge.

PF, the last time I made a Dom with no petz you know what happened. With this build even if no one else likes me I'd still have loyal pets. Come to think of it, those gremlins do seem to run away from me a lot...

The aegis set gives the most bang for the buck against AoE and it was my intention to softcap that as well as ranged, I figure DN and the end drain would take care of the gap in my melee defense.

As for Hasten, I could fit it in earlier at the expense of SS, which is the only power I am half willing to forsake for my exemplar activities and yeah, that would allow me to spam my mass AoE like a newbie fresh out of hovering out of hollows except I won't eat dirt doing so. The other option would be DN and truth be told I don't need it for my own personal safety, but on a team it helps when I don't feel like being really really really really really really ridiculously good looking and even more really really really really really ridiculously uber.
