I think I'd prefer it if they added another starting route in Atlas (or more) to add some variety to that zone rather than making another starter zone. For one, it wouldn't be fair to red side to have two starting zones, and two, I'd rather have Kings flow after Atlas.
And definitely agree about Praetoria and the quality of the story there. It sets a tone and atmosphere that the older content just completely pales in comparison too. (This is, of course, my opinion.)
Call me crazy, but personally I will continue to avoid various zones as long as they lack the following basic features:
- Some version of radio missions and/or tips
- Task forces
First Ward is a gorgeous area, but is also an area in which I have yet to run a single mission, because my teams never go there. The level range is narrow, and the amount of quickly accessible content is low. Talos Island is an older, somewhat physically unattractive zone but it offers amenities newer zones have elected not to include, so its where I continue to hang out.
I will happily ghost write updated Kings Row content on behalf of any of the CoH writing staff.
My advice? Keep the zone aesthetic the same. Don't waste resources upgrading it. Change the level range from 1-10. Let vigilantes and rogues start here from level 1. Have two story paths. Revamp all the contacts.
The inevitable skull revamp; avoid the temptation to make them look like a street gang from a korean RPG. Stick then in gothic clothing. Think Arkham Asylum.

In the alleys and in the woods where the maze is there would still be crime, for the hero to choose to stop. A place where the heroes have pretty much won. Logging out there would give the "well rested" day job badge.
What you don't know... Is that the Kraken is still sleeping under the lake, and there is a red side SF to wake him up so that he attacks the park. Why wake him up? because the Kraken is a hoarder, and his layer is full of shards and threads.
Under 40 the Kraken spawns as a GM but players over 40 can't participate because the doesn't spawn in what they see unless that SF wakes him.
Or am I misunderstanding something?
