WP/Staff build
Turn off SoW, and why vigor for alpha?
Willpower/staff is a HIGHLY defensive combination: Why do you have nine attacks including a damage-oriented epic pool? If you want a damaging staff tanker, combine it with fire, or electric if you can't stand the redraw of burn.
So, I removed your epic pool attacks and replaced them with IS, possibly the finest attack in the set. I turned on your accolades and incarnate powers, and tinkered a few slots to get you over 3k hitpoints. I mean come on, a WP tanker without three thousand? Why bother?
Ok, to illustrate how this beast runs, I then set you to Form of Body and toggled Skysplitter with three levels of Form. Oh, there ya go, there's that 90 percent S/L resist you wanted.
Staff is a DEFENSIVE set. Set up right, this build has 51+ Melee defense, 90 percent S/L resist, and regens 100+ hitpoints a second at a minimum. You are going to be...durable.
You're not going to 'wow' anybody with your damage output, although it isn't terrible with reactive turned on.

Mmm I may have 9 attacks but not all of them are functional :P Some are mules. I just wanted flexibility in my attacks

As a Willpower Tanker, your taunt is....pretty feeble. WP's aura is not strong, and Staff is not hard hitting. A third AOE will help you hold aggro a bit, which you will need, unless you plan to include taunt in your attack chain. (Which is perfectly viable.)
Also, the third set of Obi's gets you more defense and more recharge, which in a build without purples or hasten, YOU NEED.
Honestly, I was a little surprised about the no hasten thing. I was going to put that in, but I don't like doing that much surgery to peoples builds unless they ask.

Tanks must operate smoothly in the most extreme of hostile environments. I find overkill is still barely adequate if you're deep in the kill zone.

But seriously I would change kick out with boxing and put a mako quad in there instead, Kick is a KB and a good way to lose aggro if u use it. ( and yes I do use boxing in my attack chains) second I would loose 1 slot in end to add to RttC to put in a Taunt IO to help with aggro control.

Regarding taunt IO in RttC, I was thinking on losing the kismet proc for this. I would say that I have enough accuracy set bonuses (plus Vigor) to avoid missing
Thanks for your explanations Mauk They will help. I will probably take your advice into account and lose Fire APP in exchange for IS and Energy APP.
Regarding Hasten, WP doesnt need any recharge, and I dont see Staff as very recharge hungry. I will need to cycle T1 attack, guarded spin and taunt in my attack chain so the heavy hitters dont need a ******** of recharge imo. I may put some purples after building this, but Im pretty broke now after expending billions in my dark/dark troller :P
Here is another build you can look at or use if you like. The type defenses are all soft capped including Psi S/L resistance is good over 75%. Recovery, and regen also are both good. Hope this helps.

glad to help, I play around on mids almost as much as I play the game lol. I have all kinds of builds saved; last count was like 500 builds let me know how it works out for you.
What do you think about this build? I want it for endgame group content (trials, TFs..)
Pros:
- 44.8% def S/L
- 45.7% def E/N
- Over 30% F/C/Psi def
- Capped S/L resistance
Things I didnt like:
- Fire blast with no slots. Would be nice to have a second range attack
- Using oblits for S/L def
- RttC with no Taunt IO. Is a weak taunt aura
I havent checked other apps, but im open to anything.
Any feedback? Thanks!!
