Color Tint...
My guess is they were made a while back before players started complaining about tinted pieces. It seems they are trying to keep it away from newly created stuff.

Also, I agree with you that this is unappealing. To me, it seems like the reflective shader is putting blue on your helmet because the artifical "surroundings" in the costume editor constitute a generic pic of Atlas Park on a clear blue day. However black you make it, you always have that adding other colours and making it brighter. The older style of "shininess" that reflected nothing at all didn't have this problem, but it had the opposite one - it made all colours darker because it added a dense mask over them, and it was completely invisible when the item was made black.
For what it's worth, I'd have liked to see a flat black variant, as well.

I love the recluse helm. I made a costume on my huntsman with it. The statesman helm is nice, but not very statesman like. They seem to go well with other shiny costume parts but clash with stuff like tights due to the color tint.
It looks black to me, and with a better metallic shine than I have ever seen on a black CoH costume part before.
Of course, adding a non-shiny version of anything that is shiny is always welcome.

Main problem is that new pieces and old pieces don't always mix/match well. Usually this occurs with the glossy textures.

Metallic shine is not pre-tinting. It's a decision as to what kind of texture the costume piece has. Many, many 'legacy' pieces were made as matte or shine or high gloss or rough leather, etc... That's not pre-tinting.
Pre-tinting is adding a color or a colored texture that effects the final color of the piece. It is this kind of pre-tinting that can make a yellow item appear green, or a black item not be that black. This kind of pre-tinting prevents new pieces from not matching legacy pieces.
These helmets can be colored to match legacy pieces. Only, it will be a shiny metal finish.

The helmets look fine when you get out of the costume editor so it's not quite like the Celestial set.
Ok, so I go to color the new helmets I got today black and I get this:
Can we please, for the love of all that is good, not tint costume parts anymore. I like it when things match.
Don't get me wrong. I'm grateful for the free stuff, but not being able to color them black is a bummer. I mean, does anyone here like color tint? From what I know people hate it. Why do they keep adding it to costume parts? Is there some reason for it?
