If Masterminds didn't suck, they'd be the most powerful AT in the game.
It sounds like he wants an AE iTrial.
I don't know where to start, but lets give this a shot.
1) If you want to make TFs, use the AE. It may not be much, but for now, it is all you are getting.
2) I want a magical pony that shoots rainbows and death. S'not likely to happen. A hero with the power to absorb powers and is an incarnate. Sounds like a non entity. A villian called Negative Overlord? Let's not even go there, before I enter snark mode.
If you really want your character in City of Heroes, wait until the new FP contest they have said or hinted about.

Ok, I'm going to make this understandable: I tried to do AE with a team but people kept thinking I was PLing or pay farming, it's been a ripoff! That's why I want to make a new Incarnate TF and SF to the game so people can do TF's like normal ones.
SO Basically you want the devs to make a new SF and TF thats incarnate with a new sig character to replace states (which as some say due to it being a comic book - not sure if truely dead) just because a few recent ones have been played over n over...

And if you mean YOU want to make it..use AE. to make an AE set of missions - thus being a kind of TF/SF .. If its the players view thats the concern then sadly..cant do nothing about it :/

Apex and Tin Mage were introduced in Issue 19 as the first of the incarnate content. Since then a steady stream of incarnate trials (Larger teamed TFs) have been introduced.
Depending on your server you can find people standing around recruiting people for these trials. On Freedom server people start them in Pocket D. Some servers use RWZ as the meeting place to form these trials.
You can also go to the revamped Dark Astoria and join regular sized teams and complete incarnate missions to help you advance through the incarnate system.
