Old zones still accessable if parked, linking to other old zones
UPDATE: using zone doors do send you to proper zones. Tested on Perez, assuming same for Kings' Row.
Mission contacts do not exist on "Galaxy City".

When I tested this shortly after Freedom launched, if you selected Galaxy City it would give the Galaxy City loading screen and as it started to load you into Galaxy City it would flash to the Atlas Park loading screen and then load you into Atlas.
Others got the same behavior.
Apparently something has broken since then and it's not insta-porting you into AP anymore.
I think I may still have a character parked somewhere in Outbreak. I'll see if I can reproduce it tonight if my baseball game isn't cancelled due to rains over the past few days.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Able to recreate the issue on Liberty server. (I'm running out of parked characters to test with.)
Of course, since I have no SG affiliation on Liberty I get a message that I don't have an accessible base if I try to enter the Base Portal.
Not being able to train after gaining a level makes it difficult to exit through one of the other zones safely. No trainer and no contacts means street-sweeping with your Level 1 powers (and any Vet Reward/Paragon Reward/Paragon Market powers you may have). The Magic Carpet or Rocket Board should allow you to travel relatively safely above mobs to gates, but otherwise it's dangerous.
Trying to go from the GC gate in Perez to the AP gate in Perez is like walking a minefield. If you try going through Steel or Skyway instead, you've again got a minefield to get to a "safe" area where you can get to a level appropriate zone. True, you can go to Skyway, get defeated and Hosp it then get a fairly safe route to the Tram (as long as none of the SupaTrolls is near the Tram), but players shouldn't be forced into this.

I experienced this on Defiant earlier this evening. I was level 3, so I had the Rocket Board power available as well as numerous other account items at my disposal. Also had no group affiliations on Defiant, but the zone doors do still seem to work. The next one of us who finds a new toon in Galaxy, or gets there on purpose from Outbreak, should open a support ticket while in zone to force the attention. At the moment, it doesn't appear to be a "known issue."
I had a name parked a while back hoping for Staff Mastery, this was done before Freedom launched.
I am assuming that alot of stuff went into making sure everyone went to appropriate zones during I-21, but with updates, this may need to be looked into.
I just did Outbreak and an standing in Galaxy City, the zone doors do not work.
Steps to reproduce
1. Have character Parked in Outbreak from before the launch of freedom, and one that had never been accessed during the duration of I21-and I22 launch.
2. Log into character - you will be in Outbreak. No tech to kick you to appropriate tutorial will work.
3. Complete the Tutorial Arcs.
4. Upon talking to Coyote after they are completed, select Galaxy City.
Result: You will go into Galaxy City. NOT Echo: Galaxy City. BaBs is not there. Tram will not work.
Expected Result:
1. Entering Outbreak tutorial will result in you being logged into the Freedom tutorial.
2. Entering Galaxy City should result in being shunted to Atlas Park.
