Maybe this will help, this is my elec/ice build with perma-hoarfrost. I did not pick up some utilities so that I could pick up a couple of ranged powers for varied set bonuses (the positron blast and decimation to be specific).
I'm sure you could take something away from this...I do have a +3% Glad Armor, but only because they're so cheap now (relative to their former cost, due to converters you can snag one <400 Mil).

Well, Hasten would help for sure. I guess I could start with that.
Made some other cheap tweaks while I was at it (eg icy bastion has twice as much regen and can be used as a psudo heal with your high hp), and you could always drop something else instead of vengeance. You should pick up the +hp (20%) and +end (+10%) accolades and then drop the heal enhancement from hoarfrost and heal bonuses from other places because you'll be way over the cap.

Okay, I have a problem. See... I made an Ice Stalker, and went totally overboard on the softcap.
As a result, I've hurt my build in other ways. Namely, recharge. Hoarfrost is not perma. Damage is fine as far as I can tell. But that perma hoarfrost eludes me.
Here's my build. Please please please tell me what I can fix? I know I have far too much S/L defense.
Also, I didn't even notice I broke law of 5 on Accuracy. Huh...
