I don't know how much global recharge is needed for permadom, and would like general feedback as well - looking for something that does not require purples.

iirc 125% or more global rech is enough for perma dom without hasten

since you still have hasten make sure that its toggled off so you can see your rech without it, relying on hasten for perma dom is not very reliable

It actually is. I had a build with about 95% recharge without Hasten and it had about 8-10 seconds of downtime on Domination, without having hasten up all the time.

It's only unreliable if hasten+other recharge bonuses get you permadom by only a small margin.

Have you read this guide to perma-dom? http://boards.cityofheroes.com/showthread.php?t=120644

Basically, if you have Hasten slotted for 95% recharge, and 70% global recharge with Hasten TURNED OFF, then you will just barely be perma-dom. More than 95% in Hasten or more than 70% global gives you a larger margin of error to click Hasten or Dom at the right time.

I'm currently running with about 80% global and 98% slotted in Hasten, and have no problems keeping Dom up unless I get hit with slows.

I'm planning to spec out a level 50 build in Mids in the next few days that will keep most of my recharge but also get me some good ranged defense. I'll post that when it's ready.

Hmm yeah, I could see the Decimation sets adding some rech and still being pretty effective. I don't really care about being exemped as I doubt I will do it very much if ever. I am actually finding that endurance is not an issue at all - I was considering tossing a 4th slot in stamina for the proc but I might not need it.

I also intentionally left the kb out of HoD and put another rech in there - I think that's the way to go. I might move the acc out of fearsome and put another rech on shadow field also.

i still need to make a build for my dark dark dom, however the other 2 doms i have perma atm have around 210% rech with hasten up (i mostly use hasten as a "cushion" in case of -rech debuffs)

Actually does Fearsome take the ATOs? I could see 6 slotting that with it because I use it constantly.

Yeah I just bought a full set even though I don't have Fearsome 6 slotted yet - not until 50 anyway.

Dark grasp is at 1.90 acc(1.20 base) and 28.34s(17.88s)/Dom--42.50s(26.82s) duration with 30 acc/rech, 29 rech/hold, 30 acc/rech/hold/end, and 30 acc/hold. Shadow Field is at 1.59 acc(1.00 base) and chance for hold for 1 m 16s(it's all screwy looking) with the same slotting. I was only mentioning that though, because you have a rediculous accuracy bonus that would cover the spread anyway, and the recharge is already gonna be high. If anything actually needs to be held longer, you're about to die. I was looking at your build more, and that was the slotting that was throwing me. I know why you did it, but couldn't understand why accuracy would be a concern with your huge bonus.

Acc is an issue for me because of how the set works - that is, it's odd.

You kinda have to lead with Fear to run in and use Heart, then jump back to use Living. If anything gets missed with the fear, I get hit, and have to hit everything with the single target hold and possess as quick as possible. The whole feel of the set will change once the beast attacks on it's own but anyways that's why I am kinda big on acc/to-hit.

I fear, then immoblize. If stuff is acting up, then I use shadow field. I rarely ever use heart and rarely ever get hit(hard). I use living shadows to lay on the -to hit. I have .56 acc bonus and rarely miss more than 2 in a group. The odds of it being someone who can hurt me are even slimmer. I have the boss/LT targeted and throw a hold, confuse, or the ghosts at them. Being perma, one of those is gonna hit, or recharge before he gets to me. And if that isn't recharged, living shadows is. What kind of groups are you gonna be facing with this build? I don't know if you discussed that above.
