he shouldn't need to be unlocked, you should be able to hit him up from the get go. just keep in mind when doing it in ouro he's grouped in the 20-24 range even though his standard range is 15-24.
In a related vein, I leveled a hero from 10 to 27 since i22, and was never directed to the new Steel Canyon contacts. Are they supposed to auto-introduce on leveling up, or be introduced by other contacts, or what? I can do their arcs in Ouro, of course, but I was surprised that nothing seemed to direct me to them; I wouldn't know they existed if I hadn't read the patch notes.
His arc is listed as "The Aeon Conspiracy" in the 16-24 range. Might have a star next it if you've already done the actual Aeon conspiracy arc, which threw me off until I noticed there were 2.
I'm having trouble opening those arcs. I've even now got toons that cant open striga / Hollows / Fautline arcs, but could before i22. Something funny going on?

When you check the preexisting redside Ouro arcs you'll see that there was already an arc named "The Aeon Conspiracy" with Marshall Brass in the Malcontent (Level 16 - 19) range. When they were adding this new Brother Hammond arc in the Insider (Level 20 - 24) range it looks like they applied the wrong name to its "arc selection button" as if they just copied the code from the old arc to make the new arc. This is why it may have a Gold Star next to it because you may have already done the old arc.
The good news at least is that once you find the Brother Hammond arc (listed under the wrong arc name) you can still select it, do the arc, and get the new badge. Bascially at some point the Devs just need to fix the text error.

That wouldn't be the first time the Devs were caught cut-and-pasting one arc into another to create the new arc and forgetting to completely update the new one.

Brother Hammond is a new Luddite contact in Cap au Diable. How do I unlock him so I can do his badge arc (False Prophet badge) via Ouroboros?
