Truthfully I'd take Permafrost. But then I like having all that slow resist. It's one of the great things about IA imo. Also added Fire Resist is nice.

Wet Ice (60%) + Energy Absorbtion (20%) + Permafrost (20%) = 100% resist (Though I can't remember what it caps at).
If all you are after is the slow resist though, you can drop Permafrost and slot a Winter's Gift Slow Resist (also 20%).
I'm not a big fan of Burnout myself, but I'd choose it over Permafrost.

I came up with a build that took both powers and skipped Jacob's ladder. Is that a foolish decision?

Yes. Jacob's Ladder is a great attack, and on a stalker, it will be involved in your ST attack chain, and will add in some splash damage as well. It is definitely better than Permafrost IMO. As others have said, drop permafrost and grab the winter's gift.

Judging from your post, BrandX, you assume that I took Charged Brawl and Havoc Punch. I did not, I only took Havoc Punch. Why would I take Charged Brawl over Havoc Punch?

While the slower attack you can choose at level 1 is generally better, some sets - like Electrical Melee, Stone Melee and Katana/Ninja Blade - get better bang for their buck with the fast one.

Thanks for the advice. Will try the change.
In this build, would you take Permafrost or Burnout? If I go the Burnout route, it looks like my burst damage potential doubles, as well as more Icy Bastion. But Permafrost has nice benefits as well. Please help me!
For those who cannot open Mids ATM it is an Elec/Ice/Mu.
