Power Siphon in mids

On my tank, 7.5%
each of your attacks (except RT) has a secondary effect of 25% dam boost and -7% dam on target.
Now, that secondary effect isn't "turned on" until you pop Power Siphon.
but your question was about Mid's..yeah it looks like the slider bar isn't adding up the damage buff.
perma jump is ---> /up 1

okay, I understand how the power siphon on kinetic melee works, but I don't understand how it works in Mids. When the power is activated, nothing seems to happen, unlike build up, where it gets 20% tohit without enhancements.
What am I missing here? What's the original number tohit buff on power siphon before you start hitting?
