PvP Heal proc
I'm not sure how it compares to the Miracle and Numina procs, but my understanding is that it affects the Target, rather than the Caster, which makes it far better in AoE powers, in my opinion at least.

Looking at Mid's...seems Roderick is correct. The Proc affects the target. It's +20% Regen and a +7.5% End. I THINK the 7.5% End occurs in PvP and PvE. The +20% Hit Points (PvE bonus) would be MUCH more desirable for PvP than Regen...UNLESS all you're doing is 1v1 or 2v2. Any large team spike should take 2-3 seconds (8-10 in sloppy modern PvP) which would easily overcome the Regen you've granted to your target.
So personally, in 1v1 or 2v2 builds...go ahead. In large team PvP builds its a sad waste of 2bil infl.

the panacea heal proc is kinda meh, except when its used in powers such as triage beacon or spirit tree (or as rod says any other aoe heal)
when used in spirit tree or triage beacon it turns them into +regen with heal ticks every so often, great for breaking sleeps and greatly improves their overall heal effects by adding actual direct healing over the +regen

So how good is it?
I'm currently running 1 miracle proc, 1 Numina's proc, wondering if I can replace either of them with it and come out better off?
