Back again... and I want a troller!
Is doable and not that expensive to perma-PA, since you have chronoshift. You have low -regen so GMs may be a problem. /Rad and /Cold will provide much more -regen.
/Rad is more all-purpose, while /Cold is a single target debuffing beast (and you get sleet to help a bit in the AoE). But /Cold will be much more expensive to perma-PA since it lacks a recharge buff
/Time gets you nice buffs/debuffs, a heal, a single target buff for phantom, and a recharge buff with which you can easily perma hasten/pa/chronoshift. But as I said it lacks in the -regen.
EDIT: All of them will solo easily, but slowly, since you lack control on your damage (4 uncontrollable pets) and no aoe outside of APP
Until Time Manipulation, Radiation was the only secondary that provided a Recharge buff to help PA recharge faster, plus a Resistance Debuff and a Defense Debuff to help PA hit harder and more often. Now Time offers those too.
As Erhnam indicated, Rad has a higher -Regen. Ling Rad has a huge -500% Regen, which still has a big effect after the AV Resistance is applied. Plus Rad has EM Pulse for an extra 1000% -Regen once in a while. Time only offers 100% -Regen in Time Crawl plus -50% -Regen in Time Stop. Plus, these are two single target control/debuff powers that where the -Regen only lasts 20 seconds and will have to be continually re-applied to take down the AV, while Rad's Ling Rad is a single click power with an AoE slow and -Regen that lasts 30 seconds.
Another small advantage of Rad is that the other two main debuffs, Enervating Field and Radiation Infection, are Anchor Toggle AoE powers -- just set 'em and forget 'em. Time's debuffs have to be continually re-applied, and Time Crawl is needed to boost the debuffs. This will mean that you have to interrupt your attacks more often to re-apply the debuffs. Also, Rad gets AM very early in the build, while you have to wait until level 38 for Chronoshift's +Recharge. (Since Rad's level 35 power is skippable, you can take the single target blast earlier, too.)
One big advantage of Time is that you get an AoE Defense power, which is lacking in Rad. So if you want to build for some Defense after you get enough Recharge, you have that option. This is why I went with the Ice APP on my Ill/Time, since Ice has a s/l Defensive Shield. Ice still has a fast single target blast power that works great for a Blind-SW-Blast-SW attack chain. (See my Illusion/Rad guide, linked in my sig, for an explanation of why this makes a huge difference in your ability to do damage.)
I also agree that Rad is the best all-purpose secondary, but Cold is probably better as an AV Killer/single target debuffer. Since Cold lacks a Recharge buff, it a lot more expensive to get perma-PA -- you have to find an extra 30% Recharge from sets, usually purple sets. Cold also lacks a self-heal, which can be a problem. But for these issues, Illusion/Cold is an excellent character.
The bottom line: Yes, Illusion/Time is a great combo. If you want the best AV killer, that is probably Illusion/Cold after a large investment. If you want a better AV killer with more AoE debuffing, the Ill/Rad is better. But Ill/Time provides a number of benefits not in Ill/Rad or Ill/Cold, and is a fun character to play.

I am gonna go ahead and give the Ill/Time a go. I like the concept I have and this information makes me feel better about giving this a shot. May not be a cold troller but it will make the challenge that much better and bring the accomplishment level up.

Hi Lukros, what you are saying sounds so familiar. My two favorite AT's have always been brutes and dominators, and honestly I had never had an interest to make a controller since I always associated them purely with team play. Well, when time manipulation came out, I realized an illusion/time controller just sounded too cool and rolled one. She's only level 29 but beats all of my dominators out in terms of fun and currently is my favorite character to play! I can't wait to take her into groups now that I'm been being more social in the game.
The only problems I'm finding I'm having with her is soloing elite bosses, such as the Who Will Die? first elite boss that you fight, I just couldn't do enough illusionary damage to the boss quickly enough before he regained it back. If I plan better I'm sure it's possible, but at the time the EB and I just ended in an irritating stalemate. Either way, all other content so far has been smooth, you're bound to have a great time with yours.
Been a while since I have played... and Time Manipulation is right up my alley. I very much want to play with this powerset.
Now, after a few days reading the boards, brainstorming, and telling myself this will not be another alt that never breaks lvl 20... I want it to be a troller.
Now, for the primary, I have always wanted an Illusion troller, and it seems like these 2 would fit nicely. I am hoping they do, and that is why I come to you guys.
It seems, from what I have read, they work well together... but that is about as much as I got...
I want to solo mainly, and plan to make this character into a challenge character running about taking down AV/GMs. Am I overreaching here, or is this do-able? If it requires an expensive build, I am willing to pour inf into it.
This combo just seems like it would be too much fun to not try and make it work. Have a concept and everything in the works, and even sketches for possible fun comic covers.
Just want to make sure I am not trying to make a group toon into a power-solo toon.
