Still the best population of players in the MMO world. And now, even more of them.
Even the 'low population' servers are busier than they have been before. It should not be much trouble for you to find teams.
Your biggest problem will be getting used to the new bells and whistles that have gone into effect since you've been away.

Yes there's still a good population. The easiest way to find good communities is by joining global channels. You won't be able to do that on a free account. You'll have to upgrade to at least a Premium account. Subscribing has no restrictions and gets you access to an additional server if you choose to use it.
Alright, i was thinking about coming back to an old mastermind, but now that i see that there are a serious amount of changes would it be recommended to just restart?
I'd suggest that you start a new character just to get back up to speed. Then, once you're comfortable, dust off the old MM, respec them and let it rip.

Alright, thanks for the info! Also, when i get into game, how do i join a global channel?
Best way I know of is to ask in help or broadcast if anyone from that channel is on.

How do i obtain these reward tokens?
You have a bunch already. Reward Tokens are the new name for Vet Rewards, the things you used to get every three months for being subscribed.
Go to Menu -> Paragon Rewards and see what's on the screen. You'll already have some selected, depending on what your account had. You may have a few unspent; click on the stuff in your Tier that you want if so.
The only way to get more rewards is to spend money. A regular subscription is a great deal, because a monthly subscription gives you points each month to spend in the store. (Rewards and Points are two different things. Rewards = Vet Rewards, Points = cash spending money.)
However if you don't want to spring for a subscription, there's ways to get stuff cheaply. Ask how if being cheap is the way to go for you.

Here is one "On the Cheap" side of coming back. Check your PlayNC Master Account and see which Retail Keys you have already added (City Of Heroes Retail, COV Good vs Evil Edition, Going Rogue). The head to Amazon and search for City of Heroes. Buy the retail copies of the Versions you have not purchased (COV Collector's Edition, CoH Architech Edition, etc.) most you can find for around $3.99-$7.99, I found Going Rogue for $.01 cent plus $2.50 for shipping and handling. Depending on how many retail versions you buy you can be out the door for less than $7.00-10.00 per month of VIP Premium Time. You get all the rewards (Vet Rewards, Paragon Points, Monthly Server Transfer) plus you get permanent access to what ever content and bonuses that are included with the Retail Purchase (Jump Packs, Badges and Costume Sets). This is the way I choose to come back that way I can test the water for a few months before I decide that I want to prem up again full time. So far it has been totally worth it.
