They give the warning that it's due before it's /really/ due. It was common practice before base rent cost was significantly reduced to wait until they actually shut your base down to pay the rent; you can save a fair amount of prestige that way.

I wish they'd give us the option to have rent due automatically drawn from prestige. Going to pay in person isn't that big a hassle, but if I can set up autopay for things with real money (such as an on-line game subscription) I should be able to do it in game.

Basic wisdom is to pay every 6 weeks, right after the power is shut off.

The only reason I can think of not to give every permission to pay is because of the risk that some members might pay the rent early and waste prestige that way. However, I doubt very many members even think about rent until something gets shut off. Plus, rent doesn't eat up much prestige anymore anyway.
Heck, even in a solo SG it's nice to have every character in the SG be able to pay rent. I like to keep a lowbie alt parked in front of the guy at City Hall for that purpose. ^_^
