Enhanced Incarnate Power Options
Kinda seems like you're looking to bypass the intended design of the Incarnate slots, namely that you're not supposed to be able to switch slots on the fly (and no, having to wait for normal recharge doesn't change this).

Hmmmm. This thread crosses dangerous ground. I really like what you're saying, being able to switch between any incarnate powers you have in the tier and using a shared cooldown.
It rewards people that get multiple powers for each slot, and makes the system alot more bulky. Hell if this went through it would probably get me to resub since it would give me something to do on my toons. Since all 9 of my toons are fully T4'd there isn't really anything they can do to progress themselves. And of course when it means possible resubs, then it's actually a suggestion the devs might consider because it means more money for them.
However the suggestion is also potentially a bit unbalanced. Being able to quickly switch between any incarnate power depending on the situation could easily be OP, especially for the Destiny slot (which is the big one that this would affect). Being able to choose which judgment power you use or which lore pet you summon wouldn't really be overpowered or anything, it just gives you more options. I'm not sure how it would work with Interface and Alpha since they are autopowers, it would be tricky in that regard. In terms of balance though being able to use any of the Destiny Powers on demand would be a massive boon to any toon that had multiple destinies.
Also have to consider what the next 5 slots will bring us. They're in the works and they may or may not work with such a suggestion, and there is no way for us to tell at this point until the devs release more info on them.

Also, I was envisioning that Incarnate Powers that are on all the time (such as Alpha) would also have a cooldown of some kind between selections. So, you could start a mission with improved endurance, switch to improved accuracy, but would have to wait at least 5 minutes, or possibly until the end of the mission before you could switch back to improved endurance again. You'd still get the chance to change specialty, but there would be limits to it.

When you create a power and slot it, it'll come in your power window, from there you can drag it in your power tray. Once you select to slot a diff power, the icon in your power window will change, but the power in your power tray remains, making it possible to have multiple Judgement powers in your power tray.
This would make it easier to swap active and inactive powers, esp for those with a long list of temp powers.
Basically what you are saying, imo, is that you want to slot other powers faster. and imo, the cooldown is perfect. If you are on a League and want to switch, all you have to do is ask the leader to place you on a solo team in the league, this will allow you to change your Incarnate powers faster.
Do i think your idea is good? No.
As stated, the power icons will not vanish in your power tray, i have 3 Judgements, and swap accordingly.
faster reslot time? No, this way you are focused on combat, not on picking your Incarnate powers.
Your idea of swapping powers during combat is still be the same as using the incarnate window.
I have 16 T4 Incarnate powers, and i don't use them all.
I sometimes switch depending on solo or team and the foes i'll be facing. Swapping powers after each mob will make gameplay slower, esp when on a team or league.

Yes Gob, that's 16 T4's on one toon.
You do not want to know the amount of components, Threads, Astral and Empy merits i have saved up on Neph.
Astral actually got my new Brute almost fully slotted. Just pick recipes for Astrals, at a point i had close to 1k saved before going on a shopping spree. While Empy made me 6Bill so far by getting PvP procs.

Hey All,
Now that there are so many options for Incarnate Powers, there are times when one power might be better for one mission, and another within the tree for the next mission; or even at a different time within the same mission. It's currently possible to create more than one power, although only one can be selected at a time, and there is a cooldown from combat/zone change required before you can switch.
My suggestion is that each incarnate power would allow use of any of the crafted powers, but ONLY one use at a time. So for instance, a player could use Destiny->Rebirth, and then after the normal power cooldown (bypassing the combat cooldown), use Destiny->Barrier WITHOUT going through the process of changing what power is slotted.
This change could probably be implemented by removing the combat cooldown for switching active Incarnate Powers. This would open up the number of powers level 50 VIP players would have EASY access to, while maintaining the limit of only one selection for each Incarnate Power at a time.
It would also help if there was an improvement in how Incarnate Powers are added to the Powers Tray. One solution would be to automatically add an Incarnate Power to the Powers Tray once it has been slotted. These changes would not be difficult for the devs to implement, and would really open up the Incarnate Power system...
