The first thing to rule out is just an occasional bug where the account database fails to sync with the market database. This bug should correct itself by simply going back to the server selection screen and selecting your server again. Even as a VIP, I've had it lock me out of various things I've purchased due to this bug, but fortunately it's really easy to work around once you know how.

I've only been hit by that bug once, and I personally had to back all the way out to the login screen, and reenter my username and password to get my stuff back.
If you purchase something from the in-game store (especially Paragon Points), sometimes you won't receive it until you log out to refresh the database connection as well.
The first rule of troubleshooting computer problems is and always has been: If at first you don't succeed, turn it off and back on, and try again.

Got hit with this bug on several occasions myself. So now I just shut down the market after I make a purchase and reopen it to sync it back up.
okay so i made a thread where i complained about my level 50 chracters being locked after moving them to a more populated server. Now it seems that everything i bought on the paragon market is locked to me now. and everything that was once open to me (even before going vip) is now locked. Even masterminds and controlers (wich are unlocked with tokens) are locked to me dispite having enough tokens to have them unlocked.
I hate complaining when certain rules are in place, but when something says i have access to it, i expect to have access to it, especialy if i bought said thing. (beam rifle, costume sets, and so on)
