Those are roughly the level ranges, but they overlap a little near the edges. I'm not sure exactly how that works, though.

My suggestion (which I'm sure is going to draw fire *waves to the flamers*) is to lay hands on as many AE Tickets as possible, then convert them to random common salvage at 8 tickets per drop - There are great places to get thousands of tickets in a relatively short time already in the game...let's call them...Fun Activities for Raising Money and Stuff...yeah...that'll work

Generally speaking, I do farm for salvage.
However, with the recent nerf, it's not as quick as it used to be. It is almost just as fast to run a regular ouro mission. And, because I can get random common salvage AND recipes, that's been where I go as of late.

In my pursuit of midlevel tech and arcane salvage, I sought out a story arc in ouroboros that featured council, as they tend to drop both types of salvage.
My understanding is that there are three level ranges of salvage:
1-25
26-39
40-50
Yet, while exemped to 39, fighting level 39 mobs, I'm getting the higher tier salvage sometimes, and the mid tier salvage at other times.
Is this range just a guess, and it's actually something different, or does it just very at the whims of the rng?
