Patron Pools after lvl 35?
Patron arcs have a minimum level, but no maximum, so you could switch and get them at 46 (or 50, for that matter).
Vigilantes cannot run missions for most villain contacts (including the Patrons), though, so you'll have to become a full villain first.
You need to be full Villain (or Rogue), but the Patrons arcs that unlock their powers are 35-50, so you should be able to get introduced to one of them through Arbiter Rein.

Another quick question, when i go villain and after that back to hero, do i get back all contacts i had?

Yes. Any missions you had saved will be abandoned but you can pick them right back up again (so if you're saving an old farm map that's been changed since then, you'll lose the farm and then gain back the 'nerfed' map).

speaking of patron arcs....how does one aquire these contacts >.> i havent had a vill get past lvl 30 before nor have i switched a toon from blue to red...which im thinking of doing in the near future...
You walk up to Arbiter Rein, who is standing just outside the main building in Grandville (right by the doors), and talk to him. He'll have you run a brief intro mission to read some plaques and then ask which Patron you want to be introduced to.
Which one you pick only affects the missions you run and the badge that you get. Once you complete the arc, you get a respec token and unlock access to all 4 patron pools.
Note that the patrons all have 4 arcs (2 lower level, 2 higher level). You only have to complete the first to get patron pool access. You have to do all 4 to unlock the ability to start the Lord Recluse Strike Force...
As i was planning a respec for my lvl 46 Blueside character, I found out I actually want a Patron pool in its build. Am I still able to switch sides to redside and run a patron arc? Or should i have crossed over earlier?
And am I able to run Patron arcs as Vigilante, or do i need to go full villain?
