Vet/Vanity Pet Change - Single Summons
They changed it awhile back. Has something to do with the amount of stress having pets out puts on the servers. We now have more players and more vanity pets than before, so the devs put a limit of one vanity pet out at a time on us to keep the servers healthy.
Might have been a stealth change, honestly.

I'm pretty sure it wasn't a stealth change, and I think I saw that note in the I21.5 patch...

it does remove any desire for me to ever buy a vanity pet from the store or use my current veteran ones, as my utility Blue Wisp Pet will always be cast first.
Also, with it being a toggle, when my Blue Wisp Pet dies, I have to wait for it to recharge rather than being able to instantly cast another like it was previously. Also, it adds another distracting 'moving icon' on my power bar which for whatever reason, bothers me and I don't like.
All in all, it was a sad day for pets. They will be missed.

i've pretty much stopped summoning the vet and vanity pets completely, so in that regard i'd say it was successful in reducing server load from pets.

And it gets even worse if you're one of the handful of us who still play Kheldians....
Due to form shifts both turning off the pet toggles and graying them out once the shift is complete, we don't get to use ANY of our pets, of either type, while in dwarf or nova. That's a limitation that doesn't hit any other AT.
I've brought that up many times since the change was made, but have yet to get a dev response about it. Not even a "lolkhelds".

I've been away for a while and recently logged back on to enjoy the SSA content. While I was on, I happened to (attempt to) summon multiple Veteran pets - [Shield Drone Pet], [Mekman Pet], [Vanguard MVAS] and my "new" [Mini SnowBeast]
I note that they're now mutually exclusive but I'm having trouble finding the patch note on Paragon Wiki that documents the change.
I'm wanting to put a /bug report in that the Combat-Buff pets shouldn't be subject to the same limitations but would like to do some more background reading first.
Anyone able to assist?
