I believe the last word we had on it was something along the lines of, "after issue 22 is released, but not necessarily right after it's released."
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.

probally not for awhile. It's one latest powerset to be announced and not to mention when we had that huge list months ago of all the new powers comming (From Time manipulation to Staff), Staff was the last and wasnt even meant to be in the list. So now officially announced. Not leaked and force announce :P
They said:
"Sometime during I22 or I22.5ish updates but not with I22 release."
Cant come soon enough.
Have the announced any of the costume weapon options? I need to start thinking me a concept that's not ninja turtle-related...
