Noob questions about purples

I'm not a newbie, but I am a noob when it comes to using purple sets, so I have a couple of questions:

1) The set bonuses are available even when you exemplar down, but is that only until you exemplar down to a level where the power they are slotted in are available, or are they available all the way down to level 1? The wiki wasn't clear on that.

2) Do the the bonuses you gain from the enhancements themselves work any differently that the bonuses from any other IOs when exemplaring? If so, how so? Also didn't see this in the wiki.

I'm quite comfortable saying the Enhancement Values (ie. Acc, Dmg etc.) work the
same way as any Invention IO, and are subject to Scaling when you exemplar.

I'm fairly comfortable saying that the set bonuses work all the way down to L1
for powers that are still available to use, with purples slotted in them.

I'm a bit hazy on whether those set bonuses are still available even if the power
itself is grayed out at your exemplar level -- I *think* they still are, but don't
quote me on that part.

Global bonuses (and Special IOs that are effectively a Global Bonus, such as Luck of the Gambler:+Rech) do not depend on the power working or being available to work in order to be 'on.' They only depend on the level of the enhancement, except, as in the case of purples, they ignore the level of the enhancement.

Procs, on the other hand (Chance to Damage, +Stealth, +Rec/Rech in the Heal Sets), which 'go off' when a power is activated, obviously rely on the power working to work. If the power is greyed out, Procs don't work. Procs ignore the level of the enhancement in all cases.

Enhancement of Aspects (Dam, Acc, Range, End, etc...) always scale down according to exemplar rules (even the Attuned ones).

What Zombie Man said but to clarify specifically set bonuses work like Global Bonus. They do not depend on the power being active or what level you took the power but on the level of the enhancements in that power and with purples the set bonuses are always on once you slot them.
