Have you tried relogging? Sometimes the doohickey fails to sync with the whatchamacallit, or some such technobabble, with the result that the game doesn't think you have access to certain things, even though you do, so it locks the offending characters. However, logging out and back in, or even just to the server selection screen and back, will usually cause it to correct itself.
The "doohicky" being the account server/database and the "whatchamacallit" being the market server/database.

You should open a support request. If they look at your account they should be able to see the purchase history, or at the very least that you had it at one point in time.

I had this problem once, but with beam rifle, so it's not specific to titan weapons, just purchased power sets. Logging off and back on took care of the issue.

Ok, I haven't logged into my second account in a while. I logged in today and all characters I created with Titan Weapons are locked out.
My second account is VIP, had purchased Titan Weapons and the Weapons pack the day Titan Weapons went live. The account never went F2P since I bought the AT.
When I try and click on the characters, I get the window saying that I do not have access to Titan Weapons and it asks if I want to go to the store to purchase it.
There is no way I'm going to purchase TW for the second time. Besides, how could the game see that I don't have access to TW if I've got the characters created? There was never a way to make these alts unless I bought the AT.
Anyone else experiencing this?
