Is Time/DP a viable build?
If those are the powersets you selected for your concept, then they will do fine. Any combo is playable as long as you build it with some sense and play it skillfully. There is some synergy here as time has some nice control powers that will stack nicely with the kb and other effects of dual pistols. If you choose to use cryo rounds, you will have plenty of control on your enemies.
As far as the other part of your question- better on a corr? Well, standard corr vs defender rules apply. Corr will do more damage, and defender will have stronger buffs. Both are welcome on any team.

Time/DP works well, and is lighter on the endurance than some other choices.
Time/Fire is considerably more damage, but equally more endurance consumption.
Dp starts coming into it's own after you get the mini-nuke (32). Once you combine the mini-nuke with Judgement it gets even better. Before the mini-nuke, DP is a on the low side offensively.

My experience with Time Manipulation is that it's a very "Tanky" set all its own. With Farsight, Time's Juncture and Distortion Field you're pretty damn tough. I'm not even level 50 yet (level 42) and I find myself taking the alpha when our Tank doesn't know what to do (in one particular situation he didn't have mez protection and we were fighting Rikti). The slow factor from Cryo rounds will only make you tougher. I use Psychic Blast on my Time 'fender and -recharge stacks beautifully with Distortion Field. I wish it was a complete -movement, but oh well.
I have a concept for a tech based time traveler and was wondering if Time/DP was going to do alright? Would Corr be better or would it be less defensive? Concept wise I see them as a "Dual Pistols Tank".
