Iirc, going to Premium locks almost everything and when you return to VIP you get your 12 slots per server and enough tokens to unlock everything after that.
You should have enough server slots for each character you created, plus any empty slots you had purchased prior to going Premium. I've let my VIP sub, drop for a few days here and there and I have always gotten all 16 of my slots back afterwards.
When you go into a server you will notice a listing for how many global slots you have (the 6 in this case) and how many server specific slots you have. When you go VIP all characters are relocked but then you are given12+ server slots per server to unlock with

To clarify this:
Say you had 15 characters on Justice. You go premium, they're all locked (you use your defaults somewhere else.) You buy or have left over 6 unlock tokens.
You go VIP again. Go back to justice and you'll see 15 server unlocks available, though all the characters will be locked. You can, if you want, leave some locked and use some of those "recycled" unlocks for new characters - but if you use them all up, you'll need some of the Global unlocks later.
... unless you go premium again, then back to VIP again, in which case, all server slots are locked again and you can pick and choose new ones.
Wanted: Origin centric story arcs.
If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.
So, i was prevously a VIP then switched to a free for awhile due to financial reasons, yet when I came back and upgraded to VIP, all my characters are now locked. The game gives me like 6 unlock tokens, but that isn't nearly enough. Do I seriously have to buy unlock tokens for all my Alts now, just because I decided to take a break for awhile?
I hope the answer is no.
