Affordable Tanker
Using hero merits I buy Kinetic combats for between 20 and 40 million. TFs can be done quickly for quick merit accumulation. That's partly why some people do speed runs. I looked at a blaster of mine just yesterday for a surprise 500 merits which is worth 10 hero merits which'll save me a fortune. I say this because with Willpower it does need a lot of S/L def bonusing. TFs dont have to take that long and tend to give atleast somebody that purple that will go for a lot. The better option would be yours eventually.

In addition to New Dawn's suggestion, be sure to pick up powers that give you a reasonable +def boost. That means Weave, of course, plus Combat Jumping and Maneuvers. I'm not a fan of either Hover or Stealth, though they're also a possibility if you don't mind fighting with the effects they'll have on your movement.
The Steadfast Protection +Def is a 'must have' and not terribly expensive. Also, take a look at slotting Mocking Beratement or Perfect Zinger in Taunt for a relatively inexpensive S/L defense bonus.

Okay, all of this advice is certainly useful, but a Willpower Tanker that has taken the right powers should be nicely durable against 90% of the game's content. And there's no burning need to rack up the Set bonuses, unless you plan on pushing that final 10% under extreme conditions.
So, if all you're after is an Affordable Tanker, then Congratulations, you have one. If, on the other hand, you're interested in creating an 'extreme' tanker affordably, well, carry on with the thread.

Even better yet, a Invul Tank will be very survivable in all normal play on SOs. i still remember joining a big team with a 36 ss/invul brute. the lead was a 42 brute. we were 3 missions in before he realized i was levels below him. they are very strong, the Tanker version is going to be that much stronger.

The merit costs of the KC set are as follows:
Acc/Dam: 50 reward merits (not purchasable with alignment merits)
Dam/End: 125 reward merits or one alignment merit
Dam/Rchg: 150 reward merits or one alignment merit
Dam/End/Rchg: 200 reward merits or two alignment merits
KB proc: 125 reward merits or one alignment merit
On the market, the two most expensive recipes in the set tend to be the Dam/End and Dam/End/Rchg. Depending on how much influence and how many reward merits you have, it will often be much more cost effective to convert your reward merits to alignment merits and get the recipes that way.

You can convert 50 merits and 20 million a day into 1 Alignment merit. You have enough Reward merits to generate 14 Alignment merits.
The Dam/End and Dam/Rech are available for 1 AM each.
The Triple is available for 2.
The Acc/Dam isn't on the list though and would need to be bought with Reward Merits or on the market.
The Acc/Dam is available for 50 Reward Merits (effectively slightly less than the cost of one AM).
You don't REALLY need to get three sets of it all at once. You have enough to comfortably afford 2. If you're low on available cash you can burn 2 RMs for something like a LOTG +Rech and sell it. That should net you the spare cash.
100 Reward Merits: 2x Acc/Dam
100 RM+40 Mil Inf: 2x Dam/End
100 RM+40 Mil Inf: 2x Dam/Rech
200 RM+80 Mil Inf: 2x Triple
100 RM+40 Mil Inf: LOTG +Rech for sale.
Or you can spend 4 days farming tip missions on low diff to build up 2 AMs for the LOTG to get you started.
Or do a few SSA. WWD 1 is STUPIDLY survivable. Especially for an exemp'ed L50.

Also remember that you can get alignment Merits directly by doing morality missions (do 10 tip missions first), and the SSAs each give 1 alignment merit the first time you do each one of them, and you can do one of them each week for another alignment merit (as long as you've done a morality mission).
Finally, Astral merits that you get from iTrials can be cashed in with Astral Christie in Ouroboros for rare recipes (16 or 32 merits).
These last two ways have the advantage of not costing 20 million inf for the conversion from reward to hero merits.
Smashing Haymaker is basically a discount version of Kinetic Combat that you can slot while you collect the real thing.

The extra defense helps out a lot on the new Incarnate trials. Going up against level 54 (+2), a guy needs all the help he can get.

However, you are talking about level-shifted Incarnate content - so, of course, you need to build accordingly. Have Fun!

Since Kinetic Combat recipes are noew going for about 100 million a shot, can anyone come up with a capped or close to capped WP/SS tanker that minimizes their use? Have a fair amount of Inf to spend, but don't want to blow it all on 1 IO set.
