Help me improve my Ill/Cold

I'm pretty happy with the build, it allows me to perma-PA (overlaps when the last phantom is about to dissapear), perma-Hasten, and some lovely stuff. And the build is not *that* expensive

She is currently 48, works wonders in teams and solo, and I'm not sure what can be done to improve the build. My non-inmediate goals are:
- Put a Ragnarok set in Ice Storm
- That will allow me to slot glimpse of the abyss in Spectral Terror (is the + Chance for Psionic damage worthwhile?)
- Put an Apocalypse set in Ice Blast
- Remove one slot form Hasten and add another damage proc to Sleet

Any suggestion will be greatly welcome, as I said, I'm not sure how to improve it anymore.

I might add that I just went VIP 1 hour ago (when my invention license expired, so I could take advantage of the 6+1 offer), so I have no idea about the Incarnate Stuff. I know they could add +recharge to all my powers, but I would prefer not having to rely on it for perma-PA

I try to keep my enhances at level 40 to be a bit more exemplar friendly. I couldnt do that with PA, but I did with everything else that holds a recharge bonus

Will have to load it up in mids, but I know that Local will say change ice storm for frost breath. And he is right. Although I do miss ice storm on occasion, frost breath has come in quite handy.

Thats unaceptable for me :P I know that Frost Breath is the logical and most efficient choice, but I just love IS >>> FB

Actually, before anything, I should probably ask if you have any specific goals besides "better".

For example, perma heat loss, benumb, a specific defence percentage you are looking for? Am assuming budget isn't an issue as you will be looking to slot purple sets as well.

Besides the obvious ones, are there any other must have powers such as superior invis, etc? Or would you rather keep power selections as they are?

I'm not sure what I want...right now I solo fairly well... im soloing at x0+3 with np, but sometimes I get into teams going +1/x6 and can solo spawns, depending on the enemy. I guess until I dont get to 50 and finish slotting I wont see what I'm lacking

I like most of my power selections. When soloing I keep SI on, and just send PA-Spectral Terror-Sleet-Ice Storm. Then I start Hoverblasting: Blind-SW-Blast-SW. I throw some deceives if there is something worth confusing, a particular dangerous enemy, or just a mob that is annoying me.

In teams I swap SI for Arctic Fog, and mostly same tactic applies.

Flash is used as a Panic button (although is not really great with the longish animation)

The power that I *never* use is Snowstorm.

What would I like? Probably a bit more defense *just in case*, or more Damage to speed the soloing. Perma HeatLoss would be nice too, but I think I can work with 10 seconds of downtime. So I guess my priorities would be Damage>Defense>Recharge, unless someone can advice something different

About budget...Im still learning the market fu, but I think Im having enough success at it. The above build is complete, everything waiting for me to be 50 (well, everything I couldnt slot yet, mostly the purple sets). The next step to improve it would be damage purple sets, if I enjoy the char enough to warrant it Im not keen on spending 2bill on a single enhancement (not yet, at least)

Drop snowstorm for frostwork (it's actually quite good in the softcap era, and gives rare toxic res). Sleet should be slotted for rech, not procs - it is your main offensive multiplier and with good recharge slotting you can shave another 4-5 seconds off the recharge. Replace your spectral terror slotting with Glimpse of the Abyss, which has better bonuses overall. I don't see anything else that can be done without significantly changing the slotting, using incarnate powers or increasing the budget.

Long-term, getting an apoc and ragnarok will allow you to remove the 4 slots from spectral terror entirely - it needs no slotting at all beyond the default slot. You can then get a purple damage proc in Blind and another damage proc in either SW or ice blast.

It is tricky to hit 45 defense on Ill/Cold, since on this combo you take most of the primary and secondary (so you have very little room for fighting pool, unlike Rads and kins). That's a goal reserved only for the most capable builds.

Will play a bit with sleet then. You are probably right that I will get ore damage from having it more frequently than just adding procs.

Cant do that yet, im at the 5-bonus cap for recharge Is on my TODO list once I remove a 6.25% bonus from somewhere (slotting a purple set, probably)

I'm not fussed about hitting the def cap. It would be nice, but I dont get hit that much. And it case I do...thats why I have hibernate

You have a very good build overall, and most of the changes that could be made may involve either a trade-off or something very expensive.

The most obvious change would be to put a set of purples in Ice Storm or Ice Blast (or both). That would free up a 6.25% Recharge slot (or two), so you could replace the Unspeakable Terror with Glympse of the Abyss in Spooky.

As it is now, Hasten recharges in 115 sec. If you remove one slot from Hasten, you get your Recharge to 120.1, which is virtualy perma. Want to keep it perma with two slots? Use some of those enhancement upgraders -- that should eliminate your miniscule down time.

Want a little bit more damage? That slot you just got from Hasten could go in Blind for a pure Damage IO, or could go in Spectral Wounds for a Nucl.

If you want full invisibility with Arctic Fog, you could put a Stealth IO (run or jump) in Sprint, or you could replace Super Jump with Super Speed. You could move the Zephyr -knockback to Recall Friend if you want to slot SS or SJ for EndRdx or something else.

Want another slot freed up for more damage? You have a Kismet in Hover. Consider changing that for Combat Jumping (immob protection), and if you need to fly, use a Raptor Pack. Put a Luck of the Gambler Recharge in CJ (or Hover if you want to keep it), and take a slot out of SI or Arctic Fog. You could put that slot in Blind or SW, or maybe another damage proc in Sleet. Impeded Swiftness proc is nice since it is lower level, or the Lady Gray proc. (If you got a purple set in Ice Blast or Ice Storm, those have a 15% Acc bonus so you won't miss the Kismet proc.) More damage procs in Sleet really add a lot of damage. My current slotting is 2 Rech, Achilles Heel proc, Lady Grey proc, Impeded Swiftness proc, Posi Blast proc.

With Arctic Fog + Stealth proc or Super Speed, you have full invis. You could skip SI, too. You said you might want some defense. You could take Maneuvers and move that Red Fortune set into it.

Superior Invis does not work with Arctic Fog, and Arctic Fog is far Superior. You can use Group Invis for some extra stealth and defense however.

Since you don't use Snow Storm then get a different power, how about frost work?

Slotting that extra LotG enhancement in your Ice Shields only gives 2% more :/ Imo not worth it.

I personally dislike Flash. It's just not really worth it in my humble opinion. But you might like it.

I have a lot of experience with Ill/Cold and it is almost undoubtedly my most favorite character. I went mace mastery, it suites my preferences better.

Sleet doesn't need accuracy. It only needs one tick of damage to apply the debuff, that's more than any accuracy enhancement could do (-30% base is a lot)

Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.

You could do something like below too. It requires the Spiritual alpha but caps S/L defense (well, 44.1, but very close) and puts ranged at 1 purple inspiration from the cap. I'm slightly unsure of whether Phantom Army recharges quite fast enough but adding purples could do it. Watch out for the cost of Lysosomes in Spectral Terror--replace with Cytos if you too expensive for your blood.

SI actually has better invisibility that Arctic Fog, even than Arctic Fog with a stealth IO or Super Speed added. Thanks everyone!

I have the Defense LotG on the shields for the 10% regen. Since I have no way of healing myself (other than insps), I thought it was a good choice. And if Im going to buff someone, I can do it better

I like hoverblasting. Swapping hover for CJ is not an option. I know it would be better, but my concept wants hover

I also like Flash. Is my only hard AoE control. Granted I have a lot of aoe control with PA + Spookie, but I really want this.

Ive been playing a bit with mids, cannot post the build now, but my goals:

- Short term: replace snowstorm for frostwork with an IO healing. Since I dont use SS, I may very heal heal my phantasm when he starts eating AoEs

- Long term. Replace Ice Blast and Ice Storm for their respectives purple sets. Move the chance Build Up from Decimation to SW. Remove all slots from Spectral terror (I wont need the recharge any more), and add a damage IO to blind, a Acc/damage HO in SW, full slot sleet with 4xprocs(3 damage, one -res)+acc+rech. Remove Kismet from Hover (get a lotg +recharge from SI/AF/epic shield) and put it there. I think I can also remove one or two slots form hasten and have it perma, so I would probably add more damage somewhere, or the posi proc to Ice Storm.

Sorry if that sounds like a mess, Im writing this from memory since I dont have access to mids right now, but I spent some time yesterday following the wise advices you guys have thrown at me


I know Im not doing too many sacrifices, and I could get a build with more defense with some power changes, but really Im loving my power choices, and they fit what I have in my mind for this character.


And im having a hell of fun with it Hit 50 yesterday and I'm half done through the incarnate unlock arc! Woho my first incarnate char!

It is not actually that tricky to get S/L/Ranged soft cap on a perma PA Illu/Cold. I'm running with a setup like that on my AV/GM masher (and yes, I know I'm a spoilsport for not sharing...). The soft cap isn't by any means needed, it's just there "because I can" and it also enables me to do some even sillier things for when PA isn't just enough. To get it you have to spend a lot of inf and do some quite unorthodox slotting choices leaving some semi-key powers very lightly slotted and a few mule powers 6 slotted. i wouldn't worry about getting there until you feel like that's the only way to go up from your current build, just enjoy it and upgrade it when you start feeling it could have some more oomph.

Then a few things which might help you:[/list][*]Slotting the extra def in ice shields isn't really worth it in the age of soft capping. The regen is not very needed either, I get by without self heals, insps or aimed-for regen bonuses.[*]Don't bother with Super Invis. I've been using Arctic Fog with a stealth IO in Hover for ages and find it totally sufficient. Anything that could potentially discover me if I ventured too close can be confused before I go there.[*]Slot Sleet for max recharge. I actually put my set of Ragnarok in there with an Achilles' Heel proc.[*]Last; your build does not have any glaring errors so even without changes you'll be able to enjoy the power of a high-end illu/cold. Enjoy![/list]

I don't know how DSorrow would do it, but ask and you shall receive. Possible example below, built quickly off the previous sample build I posted. Spiritual Alpha Tier 4 required. I don't feel like I made many tradeoffs to do it, although that PVP IO is really expensive. Depending on your procilivities you could slide slots from Spectral Terror to Sleet, or use enhancement boosters to shore up that power's recharge a little more.

If you wanted to drop Weave, I'd pick up Barrier Tier 4. That would give you a constant +5 to all, most of the time, and only leave a gap of about 2 defense to cover.

Here's a bad resolution screenshot of my Illu/Cold's combat stats and powers she has active in combat.

As you can see, it is with Weave. Tough is also quite good for housing both of the +3% Def uniques. I also use T4 Spiritual Alpha to beef up +Recharge in order to get perma PA.

Here's the "best" build I could come up with on paper. It has softcapped S/L/Range, perma PA, HL and Benumb.

Curious to see what other "maxed out" builds people have come up with (i.e. any amount of purples, etc)
