I think a year-long arc would be nice:

"For years, Lord Recluse and his Arachnos organization has controlled the Rogue Isles. Now, from the ashes of the past, comes a threat so single-minded it threatens the very planet. Witness the coming of... MYRMIDON."


Make it an almost ant-like organization with all "drones" focused on the goal of the organization. No challenging, not infighting. None of the chaos of Arachnos. Give it an "insidious secret." a special new co-op zone, and both a 40-ish level co-op team and soloable end-game to the arc.


It's 106 miles to Grandville, we got a full tank of gas, half a pack of cigarettes, it's dark and we're wearing faceless helmets

... Hit it ...

The new villain lowbie arcs are actually pretty villainous. They just need to extend the regular new story arcs into later levels. Even offer some new story arcs for after level 50, maybe.
Regular story arcs. Involving your alignment.
Not the well. And if it does involve the well, it's either you trying to master it as a villain or keeping it from mastering you as a hero.

That's what I thought when reading that, yes. Honestly, Recluse could be a REALLY cool face turn I mean, he can still be a terrible person, but if he saved the world and actually took credit for it, THAT would buy him a lot of credit to then go around bombing people's cities. And that's precisely why I never want to do them again. I'm perfectly fine with my villains being glamorous and cool and having greater goals than just kicking puppies and digging mass graves. A lot of the new villain content is like someone thought "villain = Wrong Turn. I don't want it.

I think a major in-game reason for Rogue Isles not being invaded by UN/US is that if you break it - you own it. And no one sane wants to own RI.
I can see it now:
"General X: Mr President, you want us to neutralize Arachnos, because they have supported and committed terrorist attacks on our territory. Our armed forces can defeat them in open battle. We can take over Rogue Isles. But then we would have to keep them, secure them. Our boys trying to keep peace in a land where a significant part of the population consists of super powered psychopaths. It may not end well."

And that was probably Recluse's plan all along. Gathering Destined Ones and letting them become Villains. Those that Arachnos can use or control, they will. The rest are still going to hate heroes more. And they will certainly resist anyone trying to bring actual justice to the Isles.


I do not suffer from altitis, I enjoy every character of it.
