trying to build a scrapper for farming.....and i love the elec/shield combo for its burst. this is what i have so far...alot of slots missing, this is my first time useing mids etc...so please be nice LOL. iam trying to be some what hard to hit and do ok dmg at the same time please take the time and try to do what u guys do

I'll take a stab at this...
I see you picked the energy mastery pool, which imo is a mistake. It's good to help manage /Shield's awful end usage, but Elec/ really benefits from the single-target blast in other epic pools to actually build an ST attack chain, and the AOE is also very good.
You also build for more meelee defense than you need, while neglecting ranged. Generally, you should aim for 45% ranged/meelee. When building for positional defense, don't use sets boosting typed defense.
You picked up Havoc Punch instead of Charged Brawl, but Brawl actually has better damage when you factor in animation time, and recharges faster.
You dropped Grant Cover - I'd strongly suggest to pick it back up, it carries part of your defense debuff resistance.
True Grit has a +Max HP component that should be slotted for. Deflection has a defense component that should be slotted for over the resist component. With all that in mind...
I'm not sure what your budget for this build is, but by the slotting selection, I'm guessing cheap to midrange, is that right? So here's my suggested build, with excellent AOE, decent recharge, and as good of an ST-attack chain as Elec allows. There are some expensive pieces in here, notably luck of the gambler and the miracle, but you can get them with hero tips - they are vital to boost 2 things you need, endurance and recharge

I'd agree with the advice given by everyone so far but I didn't see anyone mention this.
You 3-slotted Fighting Phalanx and it cannot be enhanced. Sure you can put an IO in it (like LOTG or Kismet) but you can free up 2 slots that way.
And I wanted to re-iterate.....slot up you shields with defense first then put resists when you can.
Dont forget to get some accolades too. The +end and +hp ones are very nice for a shield toon.
Here is my current build. It's expensive but I do not have end issues at all except when doing extended farming....and all it takes is one blue amongst all of the other drops.

One other thing that I'm seeing a lot of on the forums lately, so I'll say it really really loud: PHYSICAL PERFECTION REALLY ISN'T THAT GOOD! Oh, sure, it's okay to put a proc or two in there, since the proc ignores the crappy base regen and recovery rates, but any other enhancement will probably do more good elsewhere.
Fast Healing (if the powerset has it) gives more base regen than Health, and Health gives twice as much base regen as Physical Perfection.
Quick Recovery (if the powerset has it) gives more base END recovery than Stamina; and Stamina gives twice as much base END recovery than Physical Perfection.
If you enhance the power(s) with a higher base, you get a higher return.
I moved the five slots and Doctored Wounds IO's from Physical Perfection in the OP's build to Health and the regen in Mid's went from 203% to 224%, or 13.2 HP/sec to 14.54 HP/sec. That difference is very close to what the Regen Tissue unique is giving, so it's like cramming in an extra unique for free or something!
(And for even more regen and recovery goodness, you might want to take one of those slots out of Phalanx Fighting and put a Numina's unique in Physical Perfection, since as discussed, the unique won't care about PP's crappy base rates.)

It all depends on what you plan to farm. Is it a door/AE mish? Will you just stick to one mish or have several different types? Will there be any DDR in the farm mish? What type of farm is it, S/L? Will it be a single room with ambushes or a herding style mission? What difficulty do you play at, +2/x8/y/n? Do you solo or have veng-bait?
If it's a S/L mish without any DDR, I would not bother slotting Active Defense and would not take Grant Cover. I would not slot True Grit for damage resistance, just for hit points. If it's a single room, I would skip travel powers. For the best success, use all the extras available to you. Inspiration, accolades, incarnates.
Here is a build I would make, it's similar to my Brute who can plow through +4/x8/y/n S/L AE farms. It's made to run with Cardiac Core. I recommend Reactive/Degenerative Radial, Rebirth Radial, a Lore Radial that adds dam buffs and any Judgement.

trying to build a scrapper for farming.....and i love the elec/shield combo for its burst. this is what i have so far...alot of slots missing, this is my first time useing mids etc...so please be nice LOL. iam trying to be some what hard to hit and do ok dmg at the same time please take the time and try to do what u guys do
