Earth/earth build.. Any input?
I'm not sure what to make of this build. Your powers are underslotted for damage. You've built for +recharge, but stopped just shy of achieving perma-dom. You have a decent amount of regen but didn't slot a Numina's proc. Really what are you trying to do?

ALL 3 of my main attacks are red (at max) damage enhancment.
Others are close to max at their option (hold) for example. ..

You will notice that my recovery is very good (i rarely run out of endurance) and I am at 70% for recharge.
My haste is only down for less than 2 seconds..
Please remember this is what I have not what I want. I have just came back so my funds are not unlimited.
I plan on getting 1 more Luck pushing me to 77.5 and filling out my purp set on Fossilize which will give me a final of 87.5.
Technically now I have perma dom but only for about 2 seconds at 70% haste.
Lastly on Numina proc I will but have been using my hero marks (only had 8) been back little more than month.
On your question what I build this for.

Your three melee attacks are fully slotted for damage, but every other attack is underslotted for damage. Especially your AoEs. Tremor is at only 42% and is slotted for KB. Most people would prefer to keep the power as a KD power so slotting for KB would be counterproductive. Also the Endoplasm slotted there is only enhancing accuracy. You'd be better off with a generic accuracy IO.
You seem to be using a lot of slots chasing +recovery bonuses. You'll probably get a bigger return by adding one slot to Stamina and putting a Performance Shifter proc in there. Those aren't very expensive these days so that shouldn't be a problem to do. Then if it was me I'd take those slots that are being devoted to +recovery bonuses and allocate them towards improving the build in other ways.
I also wonder about Maneuvers. You probably wouldn't need to worry about +recovery if you weren't running that toggle. Since you're not building for +defense for the most part, it's not doing much for you. I'd either add more defense to the build, or drop it. If you want it as a LotG mule then I'd slot it as such, just put a LotG in the default slot and never even put the power on my tray.
Energy Torrent and Explosive Blast are nice AoEs. They are also underslotted for damage. Volcanic Gasses is a hold, not a damage power. Slot it as such IMO. It's a pretty good power, worth devoting more slots to. The single-target immobilize is a bit of personal preference but I don't generally find them very useful on a Dominator. Yours is slotted for damage but with the slow animation on the power you won't want to be using it for damage. If it was me I'd drop it and take something more useful.

My plans as I get the hold set I will finish that out in Fosilize and then take one from it and move it.....
there's a lot to question and comment on your build. so i figured it may be just as helpful to just refer you to a post i made earlier on earth/earth. i will note that skipping power boost is highly unfavorable imo. and domination will fix most of all your worries in terms of endurance and holding things. for more damage you can drop quicksand and add assault. plus incarnates can help with some issues too.

Here is a cheap perma domination build for Earth/Earth. Ice storm now has a set of positron's blast and I switch just one set over and that is what I use now. However, the build you see here is cheap. Before gravitational anchor, I used a set of enfeebled operation on stone cages. I still had perma Domination then. You can also use a set of positron's blast for 6.25 rech bonus. You don't need a purple there.

Make all IO's available in Paragon Market! NCSoft, the chinese are making BIG money selling influence and other stuff in the game. Best way to stop them = make the paragon market a place to buy all IO's and perhaps other things as well.
Sorry OP your build just does not make much sense. You are slotting some of your mezz powers for pure damage. You are a dominator not a troller.

I provided a cheap build, a penny pincher build, with perma Dom. That is a good build for general PvE.

yeah sorry bro. i know my build is fairly costly. some of the purples can be substituted with lesser IO's that still give 6.25 rech instead. i personally am just more comfortable with a perma-dom that doesn't require hasten.
since they 'fixed' the ambush AE farms, i've been doing the caves at +4/x8 with ease. i will admit, the incarnate level shift helps a ton against those lvl 54's. i made i vid. i'll upload it soon. i just have to redo it because i noticed although i ran thru the mobs, i didn't have maneuvers running. so i was fighting with 44.5 s/l def and not the 49 i'm use to.
